HVAC Operations Manager — Multifamily Heat Pump Retrofits Energy Efficiency Services of Wisconsin

Organization Overview
Energy Efficiency Services of Wisconsin is a growing organization specializing in whole-building weatherization, energy-efficiency retrofits, and cold-climate heat pump retrofits for multifamily and residential properties, with current operations in Madison and Milwaukee. We are expanding throughout the Midwest and are committed to quality installations, modern systems, and advancing clean energy goals across the region. We take pride in complex projects, high-quality work, and are looking for a senior leader who shares that commitment to help us scale it.
Position Summary
We are seeking an experienced HVAC Operations Manager to lead multifamily heat pump retrofit projects from planning through completion. You will own the discipline, not just a job: directing the coordination and execution of large-scale retrofits, keeping projects on time, on budget, and at the highest quality standard, while serving as the licensed HVAC Qualifier of record for our Wisconsin operations.
Day to day, you will build and develop crews, coordinate design teams, subcontractors, suppliers, and property managers, and drive the efficiency and quality that define our work. As we grow across the Midwest, you will travel periodically to oversee projects and stand up teams in new markets. This role is for someone who can run the work, lead the people, and carry the license that anchors our operation.

Responsibilities
- Lead multifamily heat pump retrofit projects from inception through completion
- Own project schedules, budgets, procurement, and scope using construction management tools
- Coordinate design teams, subcontractors, suppliers, and property managers
- Oversee on-site work for safety, building-code, and specification compliance
- Serve as the licensed HVAC Qualifier of record for Wisconsin operations
- Build, hire, and develop installation crews as we scale across the Midwest
- Travel periodically to oversee projects and stand up teams in new markets
Requirements
- Proven construction-management experience on HVAC or energy-retrofit projects
- Multifamily or residential retrofit experience strongly preferred
- Strong heat pump and heat pump water heater knowledge; able to read blueprints and schematics
- Skilled in project scheduling, estimating, cost control, and procurement
- Proficient with construction management software (e.g., Procore, Bluebeam, Primavera P6)
- Wisconsin HVAC Qualifier credential, or the ability to obtain it quickly
- EPA Section 608 certification (Universal preferred)
- Bilingual Spanish–English strongly preferred
- Willingness to travel periodically for multi-state project oversight
- Valid driver's license and clean driving record
- Must pass a criminal background check
