The Texas Health and Human Services Commission (HHSC) seeks highly qualified candidates to fill the Management Analyst IV position within the Office of Access and Eligibility Services. Management Analyst IV performs highly advanced (senior-level) professional administrative and policy analysis work. Work involves overseeing and implementing organizational studies and evaluations, evaluating systems and procedures, overseeing work simplification studies, and evaluating operations and procedures manuals to assist management in operating more efficiently and effectively. Facilitates large-scale workgroup sessions with representatives across AES. Highly skilled in the development of business process mapping, business requirements, systems thinking and technical documentation. May plan, assign, and/or supervise the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Functions (EJFs):
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Reviews and evaluates new or improved business and management practices for application to agency programs or operations. Creates business case for proposed process or technology-based changes, including developing Return on Investment and Cost-Benefit Analysis documentation. Develops new or modifies existing administrative program policies, procedures, goals, and objectives. Develops solutions to organizational issues and concerns, develops organizational change strategies and plans, and/or conducts training for their implementation. (20%)

Oversees, plans, and directs organizational studies of work problems. Advises management on agency studies by identifying priorities and defining study scope, purpose, objectives, time frames, and resource requirements. Interprets historical, current, and projected data to identify problems, causes, and areas for which procedural or system changes are indicated. Reviews comprehensive technical records and reports that present and interpret data, identify alternatives and make recommendations. (20%)

Performs advanced end-to-end analysis on audit findings and operational challenges to document existing processes and offer recommendations on improvements. (20%)
