The National Center for START Services® (NCSS) Adjunct Quality Assurance Specialist provides 15- 20 hours/week of monitoring, certification support, and continuous improvement across NCSS and START programs, working under the direction of Director of Research and Quality Assurance and direct supervision of the Associate Director of Quality Assurance. Adjunct Quality Assurance Specialists work with other members from the QA team, as well as other NCSS departments (Training, Project Facilitation, and Research) to ensure programs maintain fidelity to NCSS standards for START programs and achieve/maintain certification and once certified remain in good standing.
Duties/Responsibilities:
Quality Monitoring and Certification Support (65%)
Coordinate the systematic, cross-departmental review and updating of all NCSS manuals,
guides, and written materials in partnership with the Associate Director of Quality Assurance
and under the oversight of the Director of Quality Assurance.Lead document reviews, routine data monitoring, and the provision of technical assistance and consultation to START Programs on key service elements to support successful program
certification.Lead NCSS quality assurance reviews and ensure timely completion of Continuing Education
(CE) compliance documentation.Ensure training content is aligned with current QA expectations, START service standards,
and identified system needs.Serve as Project Facilitator for certified START Programs throughout the program certification
renewal process (every 2 years), including coordinating required documentation, technical
assistance, timelines, and communication with program leadership.Lead the development and implementation of the START model by supporting clinical
and programmatic development and fidelity to Quality Assurance standards.Identify training needs specific to each program, working collaboratively with NCSS to
ensure achievement of Coordinator and programmatic competencies.Plan and facilitate at least 1 in-person site visits, meetings, and other engagements as
needed annually for each program assignment.Apply Quality Assurance rubrics to guide START program fidelity, identifying and clearly
communicating areas to address and actionable areas for quality improvement.Lead and complete program documentation review, providing constructive and timely
feedback to support use of START competencies and program adherence to fidelity to
NCSS Quality Assurance standards.Provide consultation and guidance to team members on effective use of START tools
and documentation.Review, assess, and evaluate the START Information Reporting System (SIRS),
utilizing this data to improve outcomes for START enrollees and the broader IDD-MH
system, as well as inform evolving program development.Facilitate and complete Trainee Performance Evaluations for START program team
members preparing for Coordinator Certification, and assist START program as needed
to complete program certification application.
Evaluation, Reporting, and Continuous Improvement (20%)
Support evaluation and data collection processes to assess START service effectiveness,
outcome tracking, and program quality.Collaborate with the QA and training teams to analyze data trends, identify improvement
opportunities, and recommend modifications to quality assurance systems.Prepare written summaries, reports, and data-informed recommendations for internal and
external stakeholders.
Professional Standards, Communication & Continuous Learning (15%)
Maintain current knowledge of START Coordinator Certification requirements (or obtaining
certification/recertifying within 6 months of hire). Maintain all NCSS training and certification updates.Remain informed of revisions to START tools, manuals, and guidance. Provide feedback to
NCSS leadership to support evolving processes, as requested by supervisor.Collaborate with NCSS colleagues across departments to ensure alignment of training, quality assurance, and evaluation efforts.
Communicate promptly with NCSS leadership regarding program needs, QA and/or facilitation concerns, or emerging issues.
Within the role of Adjunct Quality Assurance Specialist, engage with START Programs, NCSS leadership, and partner organizations to support relationship-building, communication, and continuous improvement.
Manage and complete additional duties as assigned by the NCSS Management Team.
Requirements:
Minimum Acceptable Education & Experience:
Bachelor’s degree in a related field plus experience will be considered.
Current START Coordinator Certification or ability to renew expired certification or obtain
certification within 6 months of hire.Experience with START program development, consultation, and training in behavioral health, IDD, and related services.
Experience with maintaining START fidelity standards.
Knowledge, Skills & Abilities:
Strong written and verbal communication skills, virtual and in-person meeting facilitation, and documentation review skills.
Ability to work collaboratively across departments, with multiple organizations, and with diverse groups.
Ability to work within an appropriate remote work environment.
Ability to travel for in-person training, consultation and technical assistance to support program development timelines.
Proficiency with in-person and virtual meeting/group facilitation strategies, including the use of Microsoft Teams and Zoom.
Other Requirements:
Position requires regular national travel, including a minimum of 3 in-person site visits
annually, with additional travel based on program needs.
Preferred Qualifications:
Master’s degree in social work, psychology, or related field preferred.
The ideal candidate will be a certified START coordinator or demonstrate the ability to
complete START Coordinator Certification or renewal through NCSS provided training.
Compensation Pay Range:
$45/hour
