JOB SUMMARY
The Quality Manager II is an experienced quality leader responsible for managing quality assurance and quality control operations on large-scale or technically complex projects. This position leads the implementation of quality systems, oversees inspection and documentation processes, and drives continuous improvement across project teams. The Quality Manager II acts as a key liaison between project stakeholders, field operations, subcontractors, and clients to ensure all work complies with contractual, regulatory, and company quality standards. This role requires significant travel between projects in UT, ID, MT, and NV.
KEY RESPONSIBILITIES:

Direct all quality-related activities on-site, ensuring alignment with project specifications, codes (e.g., AWS, ASME, AISC, API, ACI), and applicable regulations.

Facilitate quality meetings, inspections, and audits; coordinate timely close-out of quality-related action items.

Lead the development, implementation, and maintenance of Project Quality Plans (PQPs), Inspection and Test Plans (ITPs), and Quality Control Plans (QCPs).

Manage project quality documentation, including NCRs, CARs, punch lists, QA audits, and turnover packages.

Oversee inspection and testing activities for civil, structural, mechanical, and/or electrical disciplines, depending on the project scope.

Prepare and deliver regular quality reports to senior management, project leadership, and clients.

Provide onboarding, training, and ongoing coaching for quality staff to ensure competency in inspection procedures and quality protocols.

Review and approve documentation related to material certifications, welding inspections, NOE results, concrete testing, and system completions.

Serve as the primary quality point of contact for clients, third-party agencies, and regulatory authorities.

Supervise and mentor Quality Inspectors, Engineers, and Coordinators; assign responsibilities and ensure high performance across the quality team.
MINIMUM JOB REQUIREMENTS:
-
10+ years of experience in quality assurance/control within the construction, infrastructure, or industrial sectors, including 5+ years in a leadership role. Must have experience working on heavy civil and highway projects.

Advanced understanding of codes, standards, and regulations (e.g., ACI 318, AWS 01.1, AISC 360, ASME B31.1/B31.3, API 650/1104, ISO 9001).

Bachelor's degree in engineering, construction management, or a related technical field; equivalent field experience may be considered.

Demonstrated success managing complex QA/QC programs on multi-disciplinary projects.

Skilled in inspection methods, audit techniques, risk assessments, and field documentation practices.

Ability to wear personal protective equipment is required (including but not limited to; steel-toed shoes, gloves, safety glasses, hearing protection, hardhat, vest, etc.)

May reach above shoulder heights and below the waist on a frequent basis.

May stoop, kneel, or bend, on an occasional basis.

May use telephone, computer system, email, or other electronic devices to communicate with internal and external customers or vendors.

Must be able to comply with all safety standards and procedures.

Occasionally will climb stairs, ladders, etc.

Required to use hands to grasp, lift, handle, carry or feel objects on a frequent basis.

Will interact with people frequently during a shift/workday.

Will lift, push or pull objects up to 50 lbs on an occasional basis.

Will sit, stand or walk short distances for up to the entire duration of a shift/workday.

Will work various shifts, including swing, night, and weekend.
