The Department of Principal Quality (DPQ) at CPS provides leadership development and support for aspiring and current leaders that help them grow personally and professionally while inspiring others. DPQ provides many opportunities to learn, develop, plan, and engage along an employee’s career path, and the Chicago Leadership Collaborative (CLC) is one such initiative that underscores this mission.
The CLC is a unique collaboration between CPS and leadership preparation partners, designed to immerse aspiring leaders in all aspects of school leadership, with a focus on developing proficiency in the CPS Framework for School Leaders. This job-embedded, and aligned partnership and preparation model ensures that participants who are selected and commit to the year-long role of Resident Principal are prepared to lead schools of their own upon completion.
Programmatic Summary:
Job Summary:
Under the direction of the school-based mentor principal, the Resident Principal builds proficiency across the four domains of the CPS Framework for School Leaders through leading project, team, and grade level initiatives as a building block to school-wide leadership. The Resident Principal leads continuous improvement cycles, drives instructional excellence, and manages school operations while executing a personalized leadership development plan.
Mentor Principal (School-based): The Mentor guides the Resident in planning, goal-setting, and navigating local school leadership dynamics; providing day-to-day direction, guidance, job-embedded assignments, feedback, and reflection that will ensure their scope is aligned to school-wide leadership readiness.- Department of Principal Quality (District-based): Oversees district compliance, cohort-based professional learning needs, progress monitoring, and strategic job search support.
- Coach (Academic-based): Provides field coaching to support success in program and in role, programmatic evaluation in alignment with CLC and preparation provider requirements.
The Resident Principal will be held accountable for the following responsibilities:
Domain 1: Organizational Leadership:
- Strategic Planning & Continuous Improvement: Support the development, implementation, and monitoring of the school’s Continuous Improvement Work Plan (CIWP), and take an active role in facilitating teacher teams (e.g., ILT, MTSS) to analyze data and drive progress
- Operations & Budgeting: Partner with the Mentor Principal to manage school operations, daily logistics, and student safety while developing foundational skills in fiscal management and equitable resources allocation.
- Domain 2: Instructional Core:
- Instructional Excellence & Rigor: With guidance from the Mentor Principal, lead the planning and goal-setting for departments, teams, and grades that teams coach, support the implementation of high-quality, culturally responsive curricula and instructional practices that meet the diverse needs of all student populations, including English and Diverse Learners.
- Teacher Coaching & Assessment: Conducts non-evaluative classroom observations and reviews student data to provide actionable feedback, build teacher capacity, and co-design targeted student interventions.
- Domain 3: Climate & Culture:
- Student Wellness & SEL: Support the school’s vision of excellence for student and staff culture; behavioral health initiatives to foster a safe, positive learning environment rooted in SEL, and consistent restorative justice practices.
- Stakeholder Engagement: Proactively communicates and builds collaborative partnerships with families, LSCs, and community stakeholders to support student success.
- Domain 4: Talent:
- PD & Culture: Contribute to a collaborative, trusting professional culture by supporting school-wide PD and executing strategies to recognize and retain effective staff.
- Shared Leadership & Recruitment: Collaborate on the recruitment and equitable selection of school staff, and actively help distribute leadership opportunities to build capacity across grade-levels and departments. Work with Mentor Principal to ensure the identification, development and retention of diverse talent, and cultivate leadership.

In order to be successful and achieve the above responsibilities, the Resident Principal must possess the following qualifications:
Education Required:
Master’s degree from an accredited college or university is required (or earned during Residency year)
- Field of study- Education, Curriculum and Instruction, or Educational Leadership highly preferred
- Valid Professional Educator License (PEL) from the Illinois State Board of Education (ISBE) or Educator License with Stipulations (out-of-state)
Active ISBE Principal endorsement preferred (or earned by the end of the Residency year)
Minimum of five (5) years of professional work experience as an Elementary or High School teacher
- Minimum of two (2) years leading at least one teacher team to impact school goals
- Member of the CPS Principal Eligibility Pool preferred (or readiness to apply during the Residency year)
- Selection into the Chicago Leadership Collaborative Pathway 3 is required
- Two (2) years of professional work experience as an Assistant Principal or other non-principal district leader preferred
Professional work experience in a leadership position, such as Instructional Support Leader, Content Specialist, Instructional Effectiveness Specialist, or Assistant Principal preferred
- Fluent bilingual leaders preferred
- Demonstrated ability to increase student achievement and lead in a comprehensive high school
- Demonstrated ability to increase student achievement and lead schools in need of intensive support
- Member of the CPS Principal Eligibility Pool preferred
- Expertise in instructional leadership and coaching expertise to build team capacity and high-impact professional communities
- Strong verbal and written communication skills, including presentations, listening, and writing
- Knowledge of operations, budget/finance protocols, and ability to manage school logistics (e.g. communication, scheduling, facilities, procedures, etc.) to accomplish school goals and create a positive, inclusive school culture.
- Ability to build collaborative relationships with a variety of constituent groups, including students, staff, families, the LSC, and internal and external partners
- Ability to work with and for school-aged children, ability to establish and maintain effective working relationships with teachers and career service staff, parents and guardians, volunteers, local school council members, and community organizations.
- Excellent interpersonal skills, good supervisory skills, excellent oral and written communication skills
To accept this offer to participate in the CLC principal Residency Program, you (Resident Principal), must resign from your current position and commit to participating in the full-time employment (FTE) position and program. If you are unable or unwilling, you should not apply. If any of the commitments for the program or position are not met, CPS may, in its discretion, terminate your participation in the principal residency program and your CPS employment will terminate immediately.

Conditions of Employment
- Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions; however, all CPS employees must be residents of Illinois.
