ROLE AND RESPONSIBILITIES
- Observes, evaluates, coordinates and oversees third party contractors on operating facilities to assure right of way. Assures compliance with established Company standards and specifications, local, state and federal regulations.
- Manages relationships with land owners and negotiates to obtain land rights from property owners, attorneys or agents including land owned by public bodies.
- Resolves, negotiates, and diffuses land owner disputes and critical complaints.
- Negotiates monetary settlements for property damage caused by construction work or landowner disputes.
- Evaluates and maintains Company's right of way records to assure compliance with local, state and federal regulations.
- Researches courthouse and other records to determine legal ownership, property descriptions, ownership details and signatures required for procurement of right-of-way authorization of property ownership.
- Prepares right of way documents including plat detailing proposed work and land rights provisions. Prepares letters of restrictions applicable to proposed construction work.
- Analyzes easements, leases, licenses, permits, contracts and related right of way documents for compliance and to assure proper maintenance of company assets.
- Works with the Company's legal organization to manage litigation and right of way issues.
- Provides training and technical directions in land rights acquisition to other employees engaged in similar work. Reviews all right-of-way instruments for accuracy and completeness prior to execution.
- Provides guidance and mentoring to lower level Right of Way employees. Reviews work prepared by lower level employees.
MINIMUM QUALIFICATIONS
- Bachelor's degree in Business, Real Estate, Engineering or related field and three years of right of way experience; or equivalent.
COMMUNICATION SKILLS
Requires excellent verbal and written skills to persuade and/or influence internal customers and external stakeholders (including landowners, attorneys, developers and governmental officials) on critical matters regarding easement/land rights, contractual issues and operational issues. Requires advanced negotiation skills.
NUMERIC SKILLS
Requires the ability to perform basic addition, subtraction, multiplication and division.
COMPUTER SKILLS
Requires a working knowledge of various business computer applications in order to create standardized documents, reports or graphs. Advanced user with Microsoft Word, Microsoft Excel, Adobe Professional, and Google Earth.
WORK CONDITIONS
This position will work in both indoor and outdoor environments. Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting. Requires valid driver's license and frequent extended travel may be required.
