Indy Excavating and Utilities, is seeking a Business Development Manager – Municipal Utility Construction. The Business Development Manager is responsible for driving growth and expanding market presence within the municipal utility construction sector. This role focuses on identifying, developing, and securing opportunities for public infrastructure projects involving water distribution systems, sanitary sewer systems, stormwater infrastructure, force mains, lift stations, and related underground utility construction.
The ideal candidate will have a strong understanding of municipal procurement processes, capital improvement programs (CIPs), utility infrastructure funding mechanisms, and the relationships necessary to successfully position the company with municipalities, utility authorities, engineering consultants, and public works agencies. This individual serves as a strategic liaison between clients, engineers, municipal stakeholders, and internal operations teams to support sustainable growth and long-term partnerships.

Key Responsibilities
Municipal Market Development
- Develop and execute strategies to expand the company's presence in municipal utility construction markets.
- Identify and track upcoming municipal capital improvement projects, utility upgrades, infrastructure replacement programs, and stormwater initiatives.
- Build relationships with city, county, and state agencies, utility districts, public works departments, and municipal decision-makers.
- Engage with municipal leaders to understand current and future infrastructure needs.
- Monitor funding opportunities including state revolving funds (SRF), federal infrastructure programs, grants, and local utility improvement initiatives.
Client and Industry Relationship Management
- Establish and maintain strong relationships with:
- Municipal utility directors
- Public works officials
- City and county engineers
- Utility district representatives
- Consulting engineering firms
- Municipal procurement personnel
- General contractors and development partners
- Conduct regular visits with clients and industry stakeholders to strengthen partnerships and identify opportunities.
- Represent the company at municipal meetings, engineering conferences, trade association events, and industry networking functions.
Project Identification and Pursuit
- Maintain awareness of municipal budgets, capital improvement plans, bid schedules, and infrastructure investment priorities.
- Identify and qualify opportunities involving:
- Water main installation and replacement
- Sanitary sewer collection systems
- Storm sewer and drainage systems
- Force mains and lift stations
- Utility relocations
- Utility rehabilitation projects
- Infrastructure resiliency and improvement programs
- Coordinate pursuit strategies with estimating, operations, and executive leadership teams.
- Develop project-specific action plans to maximize win probability.
Proposal and Preconstruction Support
- Assist with the preparation of qualifications packages, proposals, presentations, and bid submissions.
- Coordinate responses to RFQs, RFPs, design-build pursuits, and alternative delivery opportunities.
- Participate in pre-bid meetings, project presentations, and client interviews.
- Communicate company capabilities, safety record, project experience, and value-added services to prospective clients.
Strategic Planning and Market Intelligence
- Monitor local and regional municipal infrastructure programs and market trends.
- Analyze competitor activity, market conditions, and emerging opportunities.
- Maintain a detailed opportunity pipeline and regularly report business development activities.
- Collaborate with senior leadership to establish growth objectives and geographic expansion strategies.
- Provide market intelligence that supports long-term strategic planning.
Requirements
- Bachelor's degree in Construction Management, Civil Engineering, Business Administration, Marketing, or related field preferred.
- Minimum 5 years of experience in business development, project management, estimating, operations, or sales within the civil construction or underground utility industry.
- Demonstrated knowledge of municipal utility construction and public infrastructure projects.
- Experience working with municipalities, utility owners, engineering consultants, or public agencies.
- Strong understanding of municipal procurement and competitive bidding processes.
- Excellent communication, relationship-building, presentation, and negotiation skills.
- Proficiency with CRM systems and Microsoft Office applications.
- Valid driver's license and ability to travel regularly throughout the service area.
Preferred Qualifications
- Existing network of municipal contacts and consulting engineers.
- Experience with publicly funded infrastructure projects.
- Knowledge of state and federal infrastructure funding programs.
