Data Reporting & Analytics Developer
Job Summary
We are seeking an experienced Data Reporting & Analytics Developer to join a State of Georgia modernization program. You will design, build, and maintain the reporting layer, data pipelines, and analytics products that support program operations, management decision-making, and mandated state and federal reporting.
This role sits at the intersection of data engineering and business intelligence. You will work directly with program staff and business analysts to turn operational data into dashboards, scheduled reports, and analytical datasets that stakeholders rely on.
Key Responsibilities
- Design, develop, and maintain operational and analytical reports, dashboards, and data visualizations
- Build and optimize ETL/ELT pipelines to move data from transactional systems into the data warehouse or reporting layer
- Write, tune, and troubleshoot complex SQL — stored procedures, views, window functions, and performance-critical queries
- Develop and maintain data models (star/snowflake schemas, dimensional models) supporting reporting and analytics
- Produce recurring state and federal compliance reports, ensuring accuracy, completeness, and on-time delivery
- Partner with business analysts and program staff to gather reporting requirements and translate them into technical specifications
- Implement data quality checks, reconciliation logic, and validation rules across pipelines
- Support ad-hoc data requests and analysis from program leadership
- Document data definitions, lineage, business rules, and report specifications
- Participate in code reviews, testing, and release activities
- Troubleshoot data discrepancies across source systems and reporting outputs
Mandatory Qualifications
- Professional experience in data reporting, business intelligence, or analytics development
- Advanced SQL skills, including query optimization and performance tuning against large datasets
- Hands-on experience with at least one enterprise BI/reporting tool: Power BI, Tableau, SSRS, Cognos, or MicroStrategy
- Experience building and maintaining ETL/ELT processes using tools such as Informatica, SSIS, Talend, dbt, or equivalent
- Working knowledge of relational databases — SQL Server, Oracle, PostgreSQL, or DB2
- Experience with dimensional data modeling and data warehouse design principles
- Demonstrated ability to gather reporting requirements directly from non-technical business stakeholders
- Strong data validation, reconciliation, and quality-assurance practices
- Experience with version control (Git) and collaborative development workflows
- Excellent written and verbal communication skills
Desirable Qualifications
- Experience on state or federal government projects
- Experience producing federally mandated reports and understanding of associated compliance requirements
- Cloud data platform experience — AWS (Redshift, Glue, Athena, S3), Azure (Synapse, Data Factory), or Snowflake
- Python or R for data analysis, automation, or scripting
- Experience with modern data stack tooling (dbt, Airflow, Fivetran)
- Understanding of data governance, master data management, and data cataloging
- Knowledge of PHI/PII handling and HIPAA-adjacent data privacy requirements
- Experience with agile delivery methodologies
- Bachelor's degree in Computer Science, Information Systems, Statistics, or a related field
Flexible work from home options available.

Verify your CIP code before applying
Cross-reference your degree's Classification of Instructional Programs code against the DHS STEM OPT designated degree list. Analytics and data science degrees sometimes carry CIP codes that fall outside the approved list, which disqualifies the extension entirely.
Confirm E-Verify enrollment before negotiating offers
An employer can want to hire you and still be unable to sign your I-983 if they aren't enrolled in E-Verify. Check the E-Verify employer search tool before you reach the offer stage to avoid last-minute delays.
Build your I-983 training plan around measurable analytics goals
USCIS requires your training plan to connect your degree to specific on-the-job learning. For a Data Analytics Lead role, tie each learning objective to a technical skill like predictive modeling, data pipeline architecture, or stakeholder reporting, not just job duties.
Target employers with active LCA filings in analytics
Use the OFLC Wage Search to identify companies that have filed Labor Condition Applications for data and analytics roles. Employers with recent LCA activity in your occupation already understand sponsorship obligations and are more likely to extend H-1B visa sponsorship after your OPT period ends.
Use Migrate Mate to filter for E-Verify employers
Search Data Analytics Lead roles on Migrate Mate to surface employers already enrolled in E-Verify and screened for STEM OPT eligibility. This cuts the manual verification step and lets you focus your outreach on companies ready to onboard OPT students directly.
Negotiate your start date around the 90-day reporting window
STEM OPT requires your DSO to report your employer and start date to SEVIS within ten days of you beginning work. Align your offer letter start date with your DSO's processing timeline so your authorization is active before your first day.
Frequently Asked Questions
Does a Data Analytics Lead role qualify for the STEM OPT extension?
It depends on both your degree and the role's classification. Your degree must carry an approved CIP code on the DHS STEM designated degree list, typically in computer science, statistics, mathematics, or information systems. The Data Analytics Lead role itself must involve applying that STEM knowledge directly. O*NET can help you confirm the occupation's technical requirements align with your field of study.
What does my employer need to do before I can start on STEM OPT?
Your employer must be enrolled in E-Verify before you begin work. They also need to sign the I-983 training plan alongside your DSO, documenting how the Data Analytics Lead role connects to your STEM degree. Employers who have never hired an OPT student before sometimes underestimate the lead time for E-Verify enrollment, so confirm their status during the offer negotiation stage, not after you've accepted.
How does the I-983 training plan apply to a Data Analytics Lead position?
The I-983 requires your employer to outline specific learning objectives tied to your degree field. For a Data Analytics Lead role, that means documenting training in areas like advanced statistical modeling, data infrastructure management, or cross-functional analytics strategy. Generic job descriptions don't satisfy the requirement. Both you and a company official must sign the plan, and your DSO keeps a copy on file.
What happens to my STEM OPT authorization if my H-1B is selected in the lottery but not yet effective?
If your employer files an H-1B petition on your behalf before your OPT expires, cap-gap protection extends your work authorization through September 30 of that fiscal year. If your petition is selected and approved, your H-1B status takes effect October 1. USCIS issues updated I-20 documentation through your DSO to reflect the cap-gap extension period. You can continue working in your Data Analytics Lead role without interruption during this window.
Where can I find Data Analytics Lead jobs that are already set up for STEM OPT students?
Migrate Mate filters Data Analytics Lead roles by employers enrolled in E-Verify and screened for STEM OPT compatibility, so you're not manually cross-checking each company's enrollment status. This matters at the lead level because senior analytics roles sometimes sit inside subsidiaries or contracting firms with different E-Verify enrollment status than the parent brand you recognize.
