Data Reporting & Analytics Developer
Job Summary
We are seeking an experienced Data Reporting & Analytics Developer to join a State of Georgia modernization program. You will design, build, and maintain the reporting layer, data pipelines, and analytics products that support program operations, management decision-making, and mandated state and federal reporting.
This role sits at the intersection of data engineering and business intelligence. You will work directly with program staff and business analysts to turn operational data into dashboards, scheduled reports, and analytical datasets that stakeholders rely on.
Key Responsibilities
- Design, develop, and maintain operational and analytical reports, dashboards, and data visualizations
- Build and optimize ETL/ELT pipelines to move data from transactional systems into the data warehouse or reporting layer
- Write, tune, and troubleshoot complex SQL — stored procedures, views, window functions, and performance-critical queries
- Develop and maintain data models (star/snowflake schemas, dimensional models) supporting reporting and analytics
- Produce recurring state and federal compliance reports, ensuring accuracy, completeness, and on-time delivery
- Partner with business analysts and program staff to gather reporting requirements and translate them into technical specifications
- Implement data quality checks, reconciliation logic, and validation rules across pipelines
- Support ad-hoc data requests and analysis from program leadership
- Document data definitions, lineage, business rules, and report specifications
- Participate in code reviews, testing, and release activities
- Troubleshoot data discrepancies across source systems and reporting outputs
Mandatory Qualifications
- Professional experience in data reporting, business intelligence, or analytics development
- Advanced SQL skills, including query optimization and performance tuning against large datasets
- Hands-on experience with at least one enterprise BI/reporting tool: Power BI, Tableau, SSRS, Cognos, or MicroStrategy
- Experience building and maintaining ETL/ELT processes using tools such as Informatica, SSIS, Talend, dbt, or equivalent
- Working knowledge of relational databases — SQL Server, Oracle, PostgreSQL, or DB2
- Experience with dimensional data modeling and data warehouse design principles
- Demonstrated ability to gather reporting requirements directly from non-technical business stakeholders
- Strong data validation, reconciliation, and quality-assurance practices
- Experience with version control (Git) and collaborative development workflows
- Excellent written and verbal communication skills
Desirable Qualifications
- Experience on state or federal government projects
- Experience producing federally mandated reports and understanding of associated compliance requirements
- Cloud data platform experience — AWS (Redshift, Glue, Athena, S3), Azure (Synapse, Data Factory), or Snowflake
- Python or R for data analysis, automation, or scripting
- Experience with modern data stack tooling (dbt, Airflow, Fivetran)
- Understanding of data governance, master data management, and data cataloging
- Knowledge of PHI/PII handling and HIPAA-adjacent data privacy requirements
- Experience with agile delivery methodologies
- Bachelor's degree in Computer Science, Information Systems, Statistics, or a related field
Flexible work from home options available.

Verify your CIP code before applying
Check that your degree's CIP code appears on the STEM OPT designated degree list. Data science, computer science, statistics, and applied mathematics programs commonly qualify, but management information systems degrees vary by institution and program title.
Confirm E-Verify enrollment before accepting offers
Search the E-Verify employer search tool to confirm a company is actively enrolled before signing anything. Enrollment must be current at the time your STEM OPT extension begins, not just when you apply.
Target companies with active LCA filings in analytics
Use Migrate Mate to filter employers by verified E-Verify status and Labor Condition Application history in data and analytics roles, so you're applying to companies already set up to hire STEM OPT students.
File your I-983 training plan before your OPT expires
Your employer must sign a completed I-983 before your DSO can recommend the STEM OPT extension in SEVIS. Build in at least two weeks for internal review, since data and analytics managers often need HR approval before signing government training documents.
Match your I-983 learning objectives to real deliverables
USCIS expects your I-983 goals to reflect measurable technical development, not generic job duties. Frame objectives around skills like predictive modeling, ETL pipeline development, or A/B testing methodology rather than broad phrases like 'data analysis work.'
Ask about prevailing wage during salary negotiations
Your employer's LCA must certify a wage meeting DOL prevailing wage requirements for your SOC code and location. Use the OFLC Wage Search to look up Level I through Level IV wages for data analyst and data scientist roles in your metro area before negotiating.
Frequently Asked Questions
Which STEM degrees qualify for the STEM OPT extension in data and analytics roles?
Degrees in computer science, statistics, mathematics, data science, information science, and engineering fields commonly appear on the STEM OPT designated degree program list. Management information systems and business analytics degrees may qualify depending on your institution's assigned CIP code. Your DSO can confirm whether your specific degree program is listed before you apply for the extension.
Does my data analytics employer need to be enrolled in E-Verify?
Yes. E-Verify enrollment is a hard requirement for STEM OPT employers. The company must be enrolled at the time your STEM OPT extension begins, not just when the job offer is made. Before accepting any offer, search the E-Verify employer search tool to confirm active enrollment. If a company isn't enrolled, you can't legally start work under the extension even if your I-765 is approved.
What goes into the I-983 training plan for a data and analytics position?
The I-983 requires your employer to describe your job duties, the practical skills you'll develop, how those skills connect to your STEM degree, and how they'll supervise and evaluate your progress. For data and analytics roles, this typically covers technical competencies like statistical modeling, data visualization, machine learning applications, or database management. Both you and a company supervisor must sign the form before your DSO can process the extension.
How does cap-gap protection work if my H-1B is selected while I'm on STEM OPT?
If your H-1B visa petition is filed and accepted before your STEM OPT expires, cap-gap automatically extends your F-1 work authorization through September 30 of that fiscal year. Your employer doesn't need to take any additional action beyond the H-1B filing. If your H-1B petition is approved, your status changes to H-1B on October 1. If it's denied or withdrawn, cap-gap protection ends and you must stop working.
Where can I find data and analytics employers who are set up to hire STEM OPT students?
Migrate Mate lists data and analytics jobs at employers verified for E-Verify enrollment and Labor Condition Application filing history, so you're not guessing about a company's ability to hire STEM OPT students. You can filter by role type and location to surface companies that have an established process for supporting F-1 workers through the extension period.
