Description
Leidos is seeking a TS/SCI Senior Systems Engineer to support DIA’s National Digital Exploitation and OSINT Center, or NDOC, formerly NMEC, under our 10-year DOMEX Technology Platform, or DTP, contract.
In this role, you will help engineer mission workflow and data-management capabilities that support high-priority intelligence operations. You will work across systems engineering, software development, architecture, Agile delivery, and stakeholder engagement to translate mission needs into technical requirements, system designs, workflow designs, interface definitions, test approaches, and implementable backlog items.
This is a technical systems engineering role, not a traditional system administration role. The focus is on requirements analysis, solution design, system and interface engineering, workflow engineering, integration and test planning, technical documentation, risk management, and delivery coordination across Appian workflows, microservices, and enterprise system architectures.
You will serve as a Senior Systems Engineer, Scrum Master, and Product Owner for a focused technical team creating and managing Appian Enterprise Workflows and a Data Catalog system. You will work closely with other Systems Engineers, Software Engineers, Architects, Product Owners, Scrum Masters, and Government stakeholders to deliver reliable, scalable, mission-focused capabilities.
Most work is conducted on-site at the client location in Bethesda, MD. A flexible schedule is available, and some tasks may occasionally be performed remotely. The percentage of remote work will vary based on client requirements and deliverables.
Primary Responsibilities
- Lead systems engineering activities for Appian workflow and enterprise data capabilities, including requirements analysis, feature decomposition, system design, interface analysis, integration planning, test planning, deployment support, sustainment, and system assessment.
- Translate mission and stakeholder needs into clear technical requirements, acceptance criteria, design artifacts, workflows, and implementation-ready Agile backlog items.
- Develop and maintain technical artifacts such as design packages, workflow designs, interface descriptions, system documentation, technical solution papers, white papers, and release-support documentation.
- Coordinate with partner systems, software teams, architects, and Government stakeholders to manage dependencies, clarify requirements, resolve technical issues, and align delivery priorities.
- Support creation, enhancement, and maintenance of Appian Enterprise Workflows and the Enterprise Data Catalog.
- Define and refine processes for technical platforms, system specifications, input/output parameters, software compatibility, integration points, and operational constraints.
- Support Agile sprint and release planning, including creation and refinement of GitLab issues, Jira tickets, Confluence pages, GitLab Wiki documentation, and related collaboration artifacts.
- Facilitate Scrum ceremonies, including sprint planning, backlog refinement, reviews/demos, retrospectives, and daily team coordination.
- Identify risks, dependencies, and impediments; drive mitigation planning; escalate issues when needed; and support continuous process improvement.
- Coordinate development activities across microservices, workflow platforms, data services, and supporting system architectures.
- Apply systems engineering discipline to ensure solutions are technically sound, testable, traceable, well-documented, and aligned to mission outcomes.
Basic Qualifications
- BS in Engineering, Computer Science, Systems Engineering, or a related field, or equivalent experience, with 12+ years of experience in systems engineering, software development, solution engineering, or another related technical field. Additional experience in lieu of degree.
- Active Top Secret/SCI security clearance with the ability to obtain and maintain a Polygraph.
- Experience translating mission, user, or stakeholder needs into technical requirements, system designs, workflows, or implementation plans.
- Experience creating design packages, workflow documentation, technical solutions, white papers, or related engineering artifacts.
- Experience with Agile delivery, including implementing Agile processes and techniques in a technical team environment.
- Experience facilitating Scrum activities, including sprint planning, backlog grooming/refinement, retrospectives, and review/demo sessions.
- Experience with GitLab, Jira, Confluence, GitLab Wiki, or similar Agile and collaboration tools.
- Strong verbal and written communication skills, with the ability to communicate effectively across technical teams, non-technical stakeholders, and Government customers.
- Possess or be willing to earn Appian Certified Developer certification.
- Familiarity with structured systems engineering methods, architecture-driven design, requirements traceability, interface definition, or comparable systems engineering approaches and tools.
Preferred Qualifications
- Software development or scripting experience using languages or frameworks such as Python, Java, React, or similar technologies.
- Experience with the Appian low-code development platform.
- Experience designing, configuring, or integrating workflow applications, web applications, or enterprise business-process capabilities.
- Experience with database systems, search engines, model-view-controller frameworks, or web application architectures.
- Experience working in Red Hat, CentOS, Oracle Linux, or similar Linux environments.
- Experience with big data applications or data-intensive mission systems.
- Familiarity with continuous integration/continuous delivery tools such as Jenkins, Bamboo, or equivalent tools.
Scaled Agile Framework certification, such as SAFe Agilist or another SAFe certification.

Pay Range:
Pay Range $131,300.00 - $237,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
