General Definition of Work
The talent acquisition recruiter, under general supervision, performs intermediate-level work with limited decision-making discretion related to full life cycle recruiting and delivering a successful talent acquisition program to the entire organization. This is accomplished by partnering with the Talent Acquisition Director and the Talent Acquisition Program Manager (TAPM) in developing local and national recruiting plans, employing sourcing strategies and resources, and developing creative new ideas to attract the best possible talent. Employee performs district-level work to carry-out Board of Education policies under the direction of the Talent Acquisition Director or assigned supervisor.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Provide consultative recruiting services including research, market intelligence, sourcing, and managing the overall end-to-end process
- Develop plans related to staffing, hiring, and interviewing
- Develop a pool of qualified applicants; follow up with direct leads to create a viable pool of instructional and non-instructional candidates for the CMS workforce
- Conduct initial screening of all applicants and assist in the interview and selection process; assess candidates to ensure qualification match, cultural fit, and compatibility to ensure hiring of best possible talent
- Assist in obtaining references, writing and sending rejection letters, and preparing offer packages and information about orientation
- Work closely with hiring managers to determine effectiveness of recruiting plans and make process improvements when needed
- Develop and maintain a network of contacts to easily identify and source qualified talent through a variety of channels including internet, social networking sites, networking, referrals, job fairs, etc. Initiate contact with possible talent via direct sourcing
- Provide complete and accurate information to candidates about CMS, the onboarding process, and the requirements of our workforce
- Maintain and track measurable applicant and interview data
- Implement college recruiting initiatives and work collaboratively with colleges; give presentations and attend student group meetings to increase awareness of CMS
- Partner with Talent Acquisition Director & TAPM to identify and target various markets to meet hiring goals
- Post openings on a variety of venues, including internet sources and social & professional networking sites
- Perform related work as assigned or required
Education and Experience
- Bachelor's degree required
- Master's degree preferred
- Two (2) years of professional recruiting experience involving full life cycle recruiting at a large, complex organization required
- Five years of successful recruiting experience in a teaching and learning organization preferred
- PHR, SPHR or other HR certification preferred
- Equivalent combination of education and experience
Special Requirements
- Possess and maintain a valid driver's license or ability to provide own transportation
- Travel to school district buildings and professional meetings

- Constantly operates a computer and other office business equipment
- Ability to remain in stationary position for required meetings/work

- Visual acuity requires preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities
- Hearing is required to perceive information at normal spoken word levels, and to receive detailed information through oral communications
- Work requires preparing and analyzing written or computer data, operating standard office equipment, and use of advanced technology
- Work occasionally requires exposure to outdoor weather conditions
- Work is generally in a moderately noisy location (e.g., business office, light traffic)
- Requires the ability to deal with people beyond giving and receiving instructions
- Must be adaptable to performing under mild to high levels of stress
