Align your credentials to management consultant
TN visas don't have a Program Development Manager category, so your offer letter must frame the role under management consultant. Your degree in business administration, public administration, or a related field must visibly connect to program planning and evaluation duties.
Target employers with recent visa filing experience
Employers with recent visa filings for H-1B or other work visa categories already understand visa sponsorship procedures. Prioritize organizations in healthcare systems, nonprofits, and government contractors, where program development roles are structurally common and employers have demonstrated experience sponsoring work visas. For Canadian applicants, these employers will be familiar with supporting TN visa presentations at the U.S. port of entry; for Mexican applicants, they'll understand the consulate application process.
Search TN-sponsored roles through Migrate Mate
Filter your Program Development Manager job search using Migrate Mate, which surfaces roles from employers with recent visa filings and experience sponsoring work visas. This helps you focus on organizations that understand visa sponsorship processes and are likely equipped to support your TN application.
Get your offer letter language reviewed before crossing
Canadian applicants presenting TN paperwork at a port of entry need an offer letter that explicitly describes management consultant duties. CBP officers assess the letter on the spot, so vague language around 'program oversight' without specific consulting activities can result in a denial.
Prepare a credential evaluation if your degree is foreign
If your degree is from a Mexican or Canadian institution not immediately recognizable to a U.S. employer or CBP officer, a NACES-member credential evaluation confirms bachelor's equivalency. This is especially relevant for Mexican nationals whose transcripts are in Spanish.
Clarify employer obligations before accepting an offer
Your employer must prepare a detailed support letter outlining your qualifications and the role requirements before you apply for TN status. Confirm the employer understands this step—some smaller organizations incorrectly assume TN processing is entirely the employee's responsibility, which delays your start date. For Canadians, you'll present this letter at the U.S. border; for Mexicans, at a U.S. consulate.

Find Program Development Manager JobsProgram Development Manager TN Visa: Frequently Asked Questions
Does a Program Development Manager role qualify for a TN visa?
Program Development Manager isn't a standalone TN category, but the role typically qualifies under the management consultant classification when core duties involve analyzing organizational programs, developing implementation strategies, and evaluating outcomes. Your offer letter must clearly describe these consulting-type responsibilities. A role focused primarily on administrative coordination without a strategic program development component is less likely to qualify.
How does the TN visa compare to H-1B for Program Development Manager positions?
The TN visa has no annual lottery, no cap for Canadian citizens, and can be processed at a port of entry for Canadians in as little as a day. H-1B requires employer sponsorship months in advance, lottery selection, and USCIS adjudication. For Mexican nationals, TN requires consular processing with a limited annual allocation, so timelines differ. TN relies on a support letter from your employer rather than government filings, making it significantly faster to obtain when the role qualifies.
How do I find employers willing to sponsor a TN visa for this role?
Use Migrate Mate to search Program Development Manager jobs filtered by TN visa sponsorship. Employers in healthcare systems, university administration, and large nonprofits regularly sponsor this role because program development is a core operational function. Government contractors working on federally funded programs are also strong targets, as they're accustomed to workforce documentation requirements and international hires.
Can Mexican nationals get TN visa sponsorship for Program Development Manager jobs?
Yes, Mexican citizens can obtain TN status for qualifying Program Development Manager roles, but the process requires applying through a U.S. consulate in Mexico rather than at a port of entry. USMCA caps TN status for Mexican nationals at 5,500 per year across all categories, so processing timelines can be longer. Your employer prepares a support letter documenting your role, qualifications, and TN eligibility, and you submit your application to the consular officer with full supporting documentation including that letter.
What documents does my employer need to provide for my TN sponsorship?
Your employer must provide a signed offer letter on company letterhead that describes your role under management consultant duties, confirms your Canadian or Mexican citizenship, states the duration of employment, and lists your professional credentials. For Canadians, you'll present this letter at the U.S. border or port of entry; for Mexicans, your employer's letter supports your application at a U.S. consulate. Some CBP officers also request a detailed statement of work, particularly for program-focused roles where the consulting connection needs reinforcement.
