The Native Village of Eyak (NVE) is a federally recognized Tribal government based in Cordova, Alaska—a remote, roadless community nestled between the eastern Chugach Mountains and the waters of Prince William Sound.

The Ilanka Community Health Center is a primary care outpatient clinic serving the Cordova community. As both an Indian Health Service facility and a Community Health Center, Ilanka offers affordable, high-quality care through contract health services and sliding fee scales. In addition to medical services, Ilanka also provides behavioral health support.

Position Summary

The Deputy Finance Director supports the Chief Financial Officer (CFO) in planning, organizing, directing, and overseeing the financial operations of the organization. This position performs advanced professional, analytical, supervisory, and administrative work in areas such as accounting, budgeting, financial reporting, payroll, accounts payable and receivable, purchasing, grant management, internal controls, audit coordination, and financial systems. The Deputy Finance Director may act on behalf of the CFO in their absence and serves as a key advisor to departments on financial policies, procedures, compliance, and fiscal planning.

ESSENTIAL DUTIES

• Assist the CFO with the management, coordination, and strategic direction of the Finance/Accounting Department.

• Oversee daily financial operations, including accounting, payroll, accounts payable, accounts receivable, revenue collection, purchasing, cash management, and financial reporting.

• Supervise, train, evaluate, and support assigned finance staff; provide coaching, guidance, and performance feedback.

• Coordinate month-end and year-end closing processes and ensure timely reconciliation of accounts, funds, and financial records.

• Prepare, review, and analyze financial statements, budget reports, forecasts, schedules, and management reports.

• Assist with development, monitoring, and administration of operating budgets, capital budgets, long-range financial plans, and cost analyses.

• Coordinate the annual external audit and support preparation of required schedules, reports, disclosures, and related financial documents.

• Maintain and strengthen internal controls to safeguard assets, ensure accuracy of financial records, and promote compliance with applicable laws, regulations, policies, and accounting standards.

• Support debt administration, investment activities, banking relationships, grant accounting, procurement, contract review, and capital asset management.

• Lead or support implementation and improvement of financial systems, reporting tools, procedures, and process efficiencies.

• Provide financial guidance and technical support to department heads, managers, staff, auditors, vendors, governing bodies, and members of the public as appropriate.

• Prepare and present clear, accurate, and timely reports, recommendations, and financial information to executive leadership and governing officials.

• Serve as Acting CFO when assigned or in the CFO’s absence.

• Enforce company policies, procedures, and workplace safety standards.

• Serve as the primary point of contact for employee questions, concerns, and problem resolution.

EDUCATION AND EXPERIENCE

MINIMUM QUALIFICATIONS

• Bachelor’s degree in accounting, finance, business administration, public administration, or a closely related field.

• Five years of progressively responsible experience in accounting, budgeting, financial management, auditing, or a related finance function.

• Two years of supervisory, lead, or project management experience.

• Experience with governmental, nonprofit, or public-sector finance is preferred, where applicable.

• Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

PREFERRED QUALIFICATIONS

• Certified Public Accountant or similar professional certification.

• Master’s degree in accounting, finance, public administration, business administration, or a related field.

• Experience with enterprise resource planning systems, financial reporting platforms, payroll systems, procurement systems, and spreadsheet-based financial modeling.

• Knowledge of generally accepted accounting principles, governmental accounting standards, grant compliance requirements, budget development, audit practices, and internal control frameworks.
