JOB ANNOUNCEMENT
LEGAL COUNSEL-BOARD OF ETHICS
Board of Ethics
Number of Positions: 1 (Additional vacancies are possible pending budget approval)
Annual Starting Salary: $83,052
Applications for this position will be accepted beginning 5-20-26 until 11:59pm CDT on 6-10-26.
This position serves as the agency’s in-house attorney, advising legal staff and board of issues relating to the Illinois Freedom of Information Act, Open Meeting Act and other relevant federal, state and local statutes and rules including City of Chicago rules and the Municipal Code, ethics, campaign financing and lobbying statutes around North America, and performs related duties as required.
ESSENTIAL DUTIES
- Conducts in-depth research into legal issues relative to ethics and campaign financing.
- Provides legal counsel to department staff engaged in administering the Governmental Ethics Ordinances, and as to the Illinois Freedom of Information and Open Meeting Acts.
- Responds to inquiries from City employees, operating departments, and the City Council concerning financial disclosure procedures, alleged misconduct, campaign contributions, and other ethics-related matters.
- Evaluates pending legislation and drafts advisory opinions interpreting the Governmental Ethics Ordinance.
- Surveys and tracks ethics-related practices, cases and legislative changes and developments throughout the United States at the federal, state, and local levels.
- Prepares written summaries of ethical standards in surveyed governmental agencies.
- Oversees the work of clerical and professional employees engaged in gathering and analyzing collected data from various jurisdictions.
- Participates in designing and conducting ethics training for City employees, as required.

Qualifications
Graduation from an American Bar Association (ABA) accredited law school, plus three years of work experience in the legal profession as a licensed attorney.
LICENSURE, CERTIFICATION, OR OTHER QUALIFICATIONS
Admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705)

SELECTION REQUIREMENTS
This position requires applicants to complete an interview which will include a written exercise and/or skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview, will be selected.

- Proficiency with Microsoft Office Suite

Initial evaluation will be based on information provided on the application and the documents submitted. The Department of Human Resource staff will review applications after the final posting date. Staff will follow any and all required Employment/Hiring Plan provisions, federal, state and local laws, and Collective Bargaining Agreements when applicable.
