Job Title: Continuous Improvement / Business Analyst Consultant
Location: Annapolis, MD & Baltimore, MD (Hybrid – Telework Eligible)
Duration: 10 Months
Work Hours: 8:00 AM – 4:30 PM
Project Purpose
The aim of this engagement is to provide technical Business Analyst support to assist internal teams with continuous improvement efforts across two operational divisions. The consultant will work closely with division staff to identify inefficiencies, analyze business processes, and develop solutions that enhance accuracy, efficiency, and security.
Key Responsibilities
General Responsibilities
- Provide all services outlined in the Scope of Work for a period of 10 months.
- Divide time equally between two operational divisions.
- Complete a minimum of two major projects per division within the contract period.
- Follow all standards, procedures, and guidelines established by the organization.
Continuous Improvement & Business Analysis Tasks
The consultant will identify, execute, complete, and report on multiple improvement projects, including:
- Develop documentation and/or training for existing business processes.
- Identify internal control gaps and recommend remediation steps.
- Develop or support enhancements to tools and workflows using internal applications such as:
- Excel
- SharePoint
- Power BI
- ServiceNow
- KAPS
- Revenue Premier
- Reengineer business processes to improve efficiency, accuracy, cost, or employee satisfaction.
- Provide quality assurance testing for processes transitioning to new applications.
- Support design, development, and execution of new workflows and business processes.
Project Deliverables (Required For Each Significant Project)
Each major project must include:
- A written project proposal with measurable objectives or performance metrics.
- A detailed Standard Operating Procedure (SOP) for evaluated processes.
- A close-out report analyzing risks, opportunities, recommendations, and performance against metrics.
State/Agency Support Provided
- A designated Project Manager to assign and oversee work.
- Office workspace, equipment, required data, system access, and relevant documentation.
- Collaboration with technical and non-technical staff across divisions.
Required Qualifications
- Bachelor’s degree in Business, Information Systems, Computer Science, or related field.
- Experience working as a Business Analyst or Process Improvement Specialist.
- Ability to handle confidential information in a controlled environment.
- Strong communication and documentation skills.
- Capability to collaborate with diverse teams and stakeholders.
Preferred Qualifications
- Minimum 3 years of experience as a Project Manager or in a role responsible for execution of complex tasks.
- Experience delivering continuous improvement or process optimization projects.
- Experience developing SOPs, business documentation, or quality assurance processes.
