INTRODUCTION
Blue Chip Talent, in partnership with a public sector organization, is seeking a skilled Procurement Manager. This role is responsible for leading a centralized procurement function, overseeing complex sourcing and contracting activities, and driving process improvements within a rapidly evolving procurement environment. The ideal candidate brings deep public procurement expertise, strong leadership experience, and the ability to support organizational transformation while maintaining compliance and operational excellence.
ROLE AND RESPONSIBILITIES
- Lead and oversee daily operations of a centralized procurement team
- Manage procurement professionals, establish priorities, and monitor workload distribution
- Conduct regular reviews of procurement activities to ensure timely contract execution and compliance
- Direct complex RFQ, RFP, and strategic sourcing initiatives from planning through award
- Negotiate and oversee vendor contract negotiations to secure favorable terms and pricing
- Develop and implement procurement processes, policies, and workflow improvements
- Collaborate with department leaders to develop sourcing strategies, specifications, and solicitation documents
- Prepare procurement metrics, reports, and recommendations for executive leadership
- Support supplier diversity initiatives and vendor outreach efforts
- Drive procurement transformation efforts and process standardization across the organization
BASIC QUALIFICATIONS
Required
- Bachelor’s degree in Business Administration, Public Administration, Economics, Accounting, Supply Chain, or a related field
- 8+ years of professional procurement, purchasing, strategic sourcing, or contract management experience
- 3+ years of leadership experience managing procurement, purchasing, or sourcing teams
- Experience conducting and managing RFQ, RFP, and competitive bid processes
- Experience negotiating supplier agreements, contracts, and procurement terms
- Experience developing scopes of work, solicitation documents, and contract amendments
- Proficiency with procurement systems, ERP platforms, and Microsoft Office applications
PREFERRED QUALIFICATIONS

- 10+ years of procurement or strategic sourcing experience, including some in team leadership
- Experience within government, municipal, county, or other public sector environments
- Knowledge of public procurement regulations, policies, and compliance requirements
- Professional certification such as CPM, CPPB, CPSM, or equivalent
- Experience managing union-represented employees and procurement teams
- Knowledge of supplier diversity programs and vendor outreach initiatives
- Experience with procurement transformation, change management, and process redesign
- Experience with Workday, OpenGov, BidNet, or similar procurement platforms
- Familiarity with FOIA requirements and public records processes
- Experience leveraging AI-enabled procurement technologies and analytics tools
- Background spanning both public and private sector procurement environments
