DESCRIPTION AND PRIMARY RESPONSIBILITIES:
- Coordinate across multiple teams: ECS, business partners, AI CoE, engineering, product, finance, and dependent tech teams
- Leverage AI to automate workflows and drive continuous improvement & innovation
- Track cross‑team dependencies, milestones, risks, and issues
- Own and maintain the IRAAD (Issues, Risks, Actions, Assumptions, Decisions) tracker
- Produce clear status reports for leadership (delivery, risks, dependencies, funding)
- Own program financial governance:
- Track budgets, burn, forecasts, and funding alignment
- Ensure PRJs are correctly set up
- Ensure right people are charging to the right PRJs (internal + dependent teams)
- Monitor and follow up on timesheet compliance
- Coordinate with business teams and AI CoE on project scope, priorities, and funding
- Partner closely with AI tech and product teams on delivery and planning
- Help build and mature the Cortex tool:
- Bring visibility and transparency to tech and business leadership
- Coordinate with finance, HCP tech, product, and other teams
- Define and integrate financial views and metrics into Cortex
- Support scaling Cortex:
- From ECS* + Optum Health tech orgs
- Support integration of Synapse into Cortex:
- Synapse = ECS operational metrics tool
- Help scale Synapse visibility across Optum Health AI
- Coordinate with program managers from other tech organizations to ensure alignment
DAY IN THE LIFE
- Review financials: budget vs actuals, burn rate, forecasts
- Check PRJ setup and timesheets to ensure accurate charging
- Review IRAAD and follow up on risks, issues, and actions
- Sync with engineering, product, AI, and business teams on:
- Delivery progress
- Dependencies
- Risks and blockers
- Update and publish status reports for leadership
- Support Cortex workstreams:
- Align teams
- Clarify requirements (finance related)
- Ensure finance data is represented correctly
- Proactively flag delivery or financial risks and recommend next steps
- Plan ahead for upcoming funding discussions, milestones, and leadership reviews

REQUIRED QUALIFICATIONS:
- Bachelor's degree
- 4+ years of experience in program management, delivery management, operations, or PMO roles supporting technology initiatives
- 4+ years of experience in coordinating cross‑functional teams, including engineering, product, business, finance, and platform/dependent tech teams
- 4+ years of experience in tracking dependencies, milestones, risks, and issues across multiple workstreams
- 4+ years of hands‑on experience owning and maintaining governance artifacts such as: IRAAD, Action logs, Executive status reports
- 4+ years of working knowledge of financial governance for tech programs, including Budget vs actuals tracking, Burn rate monitoring, Forecasting support
- 2+ years of experience producing leadership‑ready status reporting, including delivery progress, risks, dependencies, and funding updates
- 2+ years of experience working with tools like CA PPM, Asana, PowerBI reports or similar
- 2+ years of experience with PRJ / cost center setup and ensuring accurate financial charging
PREFERRED QUALIFICATIONS:
- Experience supporting funding approvals, CBAs, or investment governance
- Experience in enterprise or healthcare technology environments
- PMP, CAPM, or similar project/program management certification
- Strong communication, organization, and stakeholder management skills

COMPENSATION
- Salary Range: $72,800 to $130,000 annually based on full-time employment
