Job description: Technical Writer
Constellation is seeking a Technical Writer to conduct organizational studies and evaluations, develop process and procedures, conduct research work for simplification and recommendation analysis, measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Elicit, collect, and collate client requirements to draft statements of work, project plans, and/or statements of needs.
Key Responsibilities:
- Provide professional-level skillsets in technical writing, research and analysis, policy drafting, standard operating procedures, program guidance documents, “How To” guidance documents, tasker management and executive correspondence management.
- Assist with developing security program documents that will require subject matter research, formulation of arguments, consideration of opposing views, statements of fact, accurate and timely data, graphic displays of data, and formulation of recommendations.
- Provide support for project meetings, events, manage program taskings, and prepare presentations in support of project needs and taskings.
- Assist the client with designing and developing program plans and implementation plans, examining and documenting risk factors, identifying program dependencies, documenting constraints that affect the development of an initiative, and tracking and reporting program metrics.
- Create security program content to be utilized in video, photography, news articles, illustrations, and sound work products to support client communication practices.
- Assist with developing documentation and collect data that supports program goals and objectives; update security information on organization SharePoint sites.
The ideal candidate must have the following experience, background, and credentials:
- Be a U.S. citizen able to pass a background investigation by the client agency
- Bachelor’s degree (BA/BS) in Business, Public Policy, Political Science, or a related field.
- 2+ years of experience as a Business or Technical Writer, Business Requirements Analyst, Functional Analyst, or similar role supporting policy writing and development, process documentation and communications.
- Experience gathering, documenting, and managing business and functional requirements from diverse stakeholders.
- Strong analytical, communication, facilitation, and problem-solving skills with the ability to translate business needs into clear technical requirements.
- Experience documenting business processes using process mapping tools, flowcharts, or workflow diagrams.
