ROLE AND RESPONSIBILITIES
Why does the job exist?
This position will be the point of contact for CYFD-IT projects ensuring the agency has full financial support to meet critical deliverables. Supporting our CYFD-IT and CYFD-ASD team creating a dedicated position to better manage and provide oversight to IT Project development and Budget for the CCWIS, NM Impact Project, and other CYFD-IT projects.
How does it get done?

Participate in project management budget processes, including participation in project management meetings, and preparation of monthly financial reports 20%

Provide assistance with the generation of CYFD-IT business cases as they pertain to CCWIS, NM Impact, and other CYFD related IT financial needs. Oversee and conduction of agency finances, including proposal conferences to ensure equal opportunity Development and maintenance of the multi-year project budget including forecasts, and internal reviews for the purpose of ensuring project operations are within budget and in accordance with New Mexico’s fiscal practices 10%

Determining specific bids in a fair, open and competitive environment Compose evaluation for each IT related scope of work and evaluate bids to determine lowest bid and vendor ability to meet contract requirements prior to the award of contracts

Maintain a financial workbook tracking project spend in detail, including budget, incurred cost and left-to-spend 10%

Track purchasing of IT related products and services, validating of IT components are consistent with/support the consolidation effort led by New Mexico Department of Information Technology within CYFD-IT Reconcile project revenue and expenditure activity, to ensure activity is in line with anticipated Federal and State approved project budgets 10%

Handle the invoice processing workflow 10%

Procurement and payment of invoices through appropriate IT vendors Monitor and manage all project contract payments and financial requirements 10%

Prepare monthly budget and expense reports for project leadership 10%

Process all project payables transactions, ensuring that all required signatures, documentation, and paperwork is received, recorded and transmitted for fulfillment 10%

Record and monitor project expense transactions and track the project budget continuously over the course of the year 10%
MINIMUM QUALIFICATIONS
Bachelor's Degree in Computer Science, Management Information Systems (MIS), Business Administration, or Information Technology and four (4) years of experience in software development, project management, or systems analysis, with a minimum two (2) years of experience in the PM role. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eight (8) years may substitute for the required education and experience. CAPM/PMI-ACP certification may be substituted for one (1) year of experience. PMP/PgMP certification may be substituted for two (2) years of experience.
EMPLOYMENT REQUIREMENTS
Pre-employment background investigation is required and is conditional pending results. Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certification from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT), extensive personal computer and phone usage. May be required to work additional hours and/or evening and weekend hours.
