Job Description
The Chief Medical Officer is responsible for providing medical oversight, direction, and leadership to the medical staff regarding all areas of healthcare for the project. They also provide on-site medical support and healthcare services to the client and customer work force that is comprised of US Government personnel, US nationals, foreign nationals, local/host country national employees, and a small group of Iraq military personnel at an Iraqi military base.
- Oversee, supervise and manage the operation of all medical services, including overall supervision of all medical personnel. Provides leadership, oversight, and accountability for the operational effectiveness of medical services delivered on project.
- Leads quality development and clinical governance agendas including maintaining Code of Conduct of medical practice, medical record keeping, infection control standards, emergency response preparedness, medical staff, and patient safety at the facility.
- Serves as the chair of the Medical Executive Committee (MEC) which meets monthly. Ensures that meeting minutes are written and uploaded to Share Point.
- Provides oversight of other committees of the facility (e.g. Pharmacy & Therapeutics, Credential and Privileging, Peer Review, Infection Control). Ensure that the committees report regularly to the MEC.
- Ensures that monthly routine peer review of medical charts is performed, and peer review results are uploaded to Share Point.
- Ensures that all Focus Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) are current.
- Provides direction, as appropriate to clinical case management including patient movements and referral off island in close collaboration with insurance companies and company medevac providers.
- Works closely with the other leaders supporting the ROBR2 project to ensure business continuity from a medical aspect.
- Promotes International SOS Government Medical Services, Inc. Standard Operating Procedures and Protocols.
- Supervises all healthcare providers including physicians, surgeons, mid-level providers and dentist.
- Provides strategic direction for medical staff and physician services programs to meet short- and long-term goals.
- Serves as the clinical leader for the organization and provides support and education for other clinical leaders.
- Reports on metrics to measure the impact of physician services.
- Participates in the development of administrative policies and approves medical practice procedures, policies, guidelines, and SOPs.
- Provides advice on the suitability of existing medical equipment and makes recommendations on future equipment needs.
- Ensures periodic review of practice management functions and reviews patient satisfaction surveys and complaints.
- Participates in site meetings with onsite government representatives as requested by the Project Manager.
- Participates in all government audits under the SOW as requested by the Project Manager.
- Provide medical evaluation and triage of patients.
- Examine and diagnose patients for illness and injury.
- Treat emergent, acute and chronic conditions, evaluate symptoms, offer preventative care.
- Prescribe and administer medication, treatment, and therapies.
- Order, perform, interpret test results and analyze records and reports.
- Provide follow-up care for patients as needed.
- Collect, record, and maintain accurate patient health information and histories.
- Liaise with other medical staff to ensure continuity of care.
- Ensures that all medical records are meticulously and accurately maintained.
- Provide medical evaluations to include annual employee physicals, medical testing and the issuance of required immunizations.
- Ensure the contractor workforce is compliant with applicable US and host national laws for medical clearances.
- Stabilize and manage medical evacuation (MEDEVAC) services for patients identified as requiring higher level evaluation or services.
- Provide liaison with external agencies where required to promote chain of care continuity and professional referral/patient handover.
- Ensure best practice in line with clinical guidelines and SOPs.
- Actively participates in Mass Casualty exercises and events.
- Completes required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications
Required Skills and Knowledge:
- Completed a minimum of 5-years post-residency medical practice experience in the United States.
- Have very high fluency in both oral and written English.
- Current experience in direct patient care and must have worked a minimum of 6-months of the last 12-months in career field.
Experience Preferred:
- Experience on a military/government site, working as a government subcontractor or prime contractor is preferred.
- Remote site experience preferred.
Education Required:
- Graduated from an accredited US Medical School or equivalent international school.
- Successfully completed residency, or equivalent training, in a US Hospital or equivalent international hospital in any one of three specialties: Family Practice, General Internal Medicine, or Emergency Medicine.
- Hold a U.S. MD or DO current license with certifications(s) to practice medicine in the United States.
- Current certifications in Basic Life Support (BLS), Advanced Cardiac Life Support (ACLS), and Advanced Trauma Life Support (ATLS).
- DEA number or Equivalent.
