INTRODUCTION
Oracle Cloud Infrastructure (OCI) is seeking a highly motivated Business Operations Program Manager to support the Vice President of Global Business Planning, Supply Chain Management. This role will help drive the operating rhythm, cross-functional coordination, strategic planning, and program execution required to scale OCI’s global AI hyperscaler data center infrastructure.
The VP of Global Business Planning oversees global strategy and sourcing for OCI data centers. This Business Operations Program Manager will translate executive priorities into actionable plans, provide clear visibility into business performance and supply-chain risks, and help coordinate decisions across a complex global ecosystem of suppliers, contract manufacturers, engineering teams, capacity planners, finance partners, and logistics providers.
The ideal candidate is an organized, analytical program manager who is comfortable operating across global supply chain strategy, strategic sourcing, manufacturing, capacity planning, delivery execution, and infrastructure readiness. They will bring structure to high-priority initiatives, manage dependencies across teams, and ensure leaders have the information needed to make timely, well-informed decisions.
This is a hands-on individual contributor role for someone who thrives in a fast-paced environment, can manage multiple workstreams, and communicates effectively with both operational teams and senior executives.
Key Responsibilities
- Partner with the VP of Global Business Planning and their leadership team to coordinate strategic priorities, operating rhythms, business reviews, and cross-functional initiatives.
- Translate leadership direction into actionable workplans with clear milestones, owners, dependencies, risks, decisions, and success measures.
- Drive program management for initiatives supporting global supply strategy, manufacturing capacity, strategic sourcing, supplier execution, data center delivery, inventory health, and infrastructure readiness.
- Coordinate daily, weekly, monthly, and quarterly execution cadences, including supply-and-demand reviews, supplier performance reviews, capacity planning forums, infrastructure readiness reviews, risk escalations, and executive business reviews.
- Gather, synthesize, and communicate program status, strategic risks, decision requirements, tradeoffs, and mitigation progress for executive and operational audiences.
- Develop executive-ready presentations, dashboards, scorecards, and meeting materials that provide clear visibility into supply availability, supplier performance, manufacturing readiness, delivery performance, capacity risks, inventory exposure, and overall program health.
- Track and analyze key operational metrics, including supplier commit attainment, capacity availability, manufacturing schedule adherence, on-time delivery, lead times, backlog aging, inventory turns, excess and obsolete inventory exposure, expedite cost, and infrastructure deployment readiness.
- Support strategic sourcing and supply-continuity efforts for critical technology categories, including GPUs, CPUs, memory, storage, networking, power systems, cooling, racks, and interconnect infrastructure.
- Partner with Engineering, Finance, Capacity Planning, Quality, Global Sourcing, Manufacturing, Logistics, and product teams to align supply-chain plans with OCI growth forecasts, infrastructure roadmaps, and customer commitments.
- Identify risks and dependencies early; coordinate mitigation actions across stakeholders; and escalate issues requiring leadership decisions.
- Support constrained-supply, allocation, and capacity-prioritization decisions by organizing scenario inputs, documenting assumptions and tradeoffs, tracking decisions, and following through on committed actions.
- Facilitate alignment among suppliers, contract manufacturers, sourcing, planning, logistics, warehouse operations, finance, engineering, quality, and infrastructure deployment teams.
- Maintain clear action logs, decision records, risk registers, and follow-up mechanisms that strengthen accountability and execution consistency.
- Identify opportunities to simplify reporting, reduce manual work, and improve operating efficiency through process standardization, automation, AI-enabled tools, and improved data visibility.
- Support continuous-improvement efforts that strengthen planning accuracy, supplier performance management, exception management, escalation paths, and end-to-end execution discipline.
Required Qualifications
- Bachelor’s degree in Business, Supply Chain, Operations, Engineering, or a related field; equivalent practical experience may be considered.
- 5+ years of experience in program management, business operations, supply chain, manufacturing operations, strategic sourcing, capacity planning, logistics, or a related field.
- Experience coordinating complex cross-functional programs with multiple stakeholders, dependencies, deadlines, and executive visibility.
- Strong ability to build and maintain program plans, track actions and risks, manage decision processes, and drive follow-through across teams without direct authority.
- Experience developing concise, executive-ready presentations, dashboards, business reviews, and status communications.
- Strong analytical skills and comfort working with operational data, metrics, forecasts, and reporting tools to identify trends, communicate tradeoffs, and support decisions.
- Excellent organizational skills, attention to detail, and ability to manage competing priorities in a changing global environment.
- Clear written and verbal communication skills, with the ability to tailor information for operational and executive leadership audiences.
- Strong collaboration and stakeholder-management skills across technical, operational, and business functions.
- Familiarity with global supply chain, materials management, manufacturing, fulfillment, inventory, capacity planning, or hardware operations.
- Proficiency with Microsoft PowerPoint, Excel, and collaboration tools; experience using AI or automation tools to improve productivity is a plus.
Preferred Qualifications
- Experience supporting a Vice President, senior leadership team, Chief of Staff, or business operations function.
- Experience in high-tech hardware, cloud infrastructure, AI infrastructure, external manufacturing, or complex global supply-chain environments.
- Familiarity with hyperscale data center infrastructure and the supply chains supporting semiconductors, compute platforms, networking, power, cooling, and data center deployment.
- Experience supporting strategic sourcing, supplier performance management, supply continuity, manufacturing capacity planning, order fulfillment, infrastructure deployment, or excess and obsolete inventory mitigation.
- Familiarity with supply-planning, ERP, inventory-management, procurement, capacity-planning, or reporting systems.

Which companies sponsor visas for business operations managers in Tennessee?
Tennessee's largest visa sponsors for operations roles include HCA Healthcare and Vanderbilt University Medical Center in Nashville, FedEx and International Paper in Memphis, and Tennessee Valley Authority across the eastern region. Automotive manufacturers like Nissan (Smyrna) and Bridgestone Americas (Nashville) also file regularly. Healthcare and logistics employers represent the most consistent sponsorship activity in the state for business operations manager positions.
Which visa types are most common for business operations manager roles in Tennessee?
The H-1B is the most common visa for business operations managers in Tennessee, as the role typically meets the specialty occupation standard when tied to a business, operations management, or engineering degree. Some employers in manufacturing or professional services also sponsor TN visas for Canadian and Mexican nationals under NAFTA/USMCA management consultant or engineer categories, depending on how the role is defined and documented.
Which cities in Tennessee have the most business operations manager sponsorship jobs?
Nashville leads the state by a significant margin, driven by its concentration of healthcare systems, corporate headquarters, and professional services firms. Memphis ranks second, anchored by logistics and supply chain employers in FedEx's hub ecosystem. Knoxville and Chattanooga are smaller but active markets, particularly in manufacturing operations and energy management tied to TVA and regional industrial employers.
How to find business operations manager visa sponsorship jobs in Tennessee?
Migrate Mate is built specifically for international candidates searching for visa-sponsored roles. You can filter by state and job title to surface business operations manager positions in Tennessee where employers have a documented history of sponsoring work visas. This is more targeted than general job searching, since it filters out roles where sponsorship is unlikely, saving significant time for candidates navigating the H-1B or TN process.
Are there state-specific considerations for business operations manager visa sponsorship in Tennessee?
Tennessee has no state income tax on wages, which affects prevailing wage comparisons since DOL wage benchmarks are set at the federal level regardless. The state's heavy concentration in healthcare and logistics means many operations manager roles are tied to those industry wage scales. Candidates should also note that several large Tennessee employers operate under federal contracts, which can affect internal hiring compliance and sponsorship timelines.
What is the prevailing wage for sponsored business operations manager jobs in Tennessee?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
