Position Summary
The State Manager will be responsible for identifying, applying for, managing, and maximizing state workforce development incentives, hiring credits, apprenticeship funding, and employee training reimbursement programs across multiple U.S. manufacturing locations. This role will work independently without direct staff support and will partner closely with HR, Operations, Finance, Training, Payroll, and Plant Leadership teams to ensure the company fully leverages available state and local incentive programs tied to hiring, workforce development, retention, and training initiatives. The ideal candidate will have deep experience navigating state workforce agencies, training reimbursement programs, and employment incentive structures within manufacturing or industrial environments.
KEY RESPONSIBILITIES
- Identify and manage state and local workforce development programs, hiring incentives, tax credits, and training reimbursement opportunities
- Lead all application, submission, compliance, tracking, and reporting activities associated with workforce grants and incentive programs
- Build relationships with state workforce agencies, economic development organizations, technical colleges, and training boards
- Coordinate internally with HR, Payroll, Operations, Finance, and Training teams to gather required documentation and ensure compliance
- Monitor eligibility requirements and maintain accurate reporting for all incentive and reimbursement programs
- Support apprenticeship, workforce development, and technical training initiatives across multiple manufacturing plants
- Track deadlines, audits, renewals, and ongoing reporting requirements tied to state funding and incentive programs
- Evaluate opportunities to improve financial returns associated with hiring, retention, and employee development programs
- Assist with workforce planning initiatives tied to rapid manufacturing growth and plant expansion efforts
- Travel to manufacturing locations and external agency meetings as needed
BASIC QUALIFICATIONS
- Bachelor’s degree preferred in Business, Finance, Public Administration, or related field
- Minimum 15 years of overall business experience
- Minimum 5 years of direct experience managing:
- State training grants
- Workforce development programs
- Hiring tax credits
- State reimbursement initiatives
- Economic development incentive programs
- Strong understanding of state employment incentive structures and workforce funding programs
- Experience working independently in a highly self-directed environment
- Strong organizational, reporting, and project management skills
- Ability to coordinate cross-functionally across HR, Finance, Operations, and Leadership teams
- Strong communication and relationship-building capabilities
- Manufacturing or industrial industry experience strongly preferred
- Ability to travel approximately 30%
