The Opportunity:
The Washington State Criminal Justice Training Commission (WSCJTC) is seeking a Criminal Justice Trainer 4 to serve as lead instructor for the Regional Basic Training Division Traffic Program. While the duty station for this position is in Vancouver Washington, the incumbent will travel regularly throughout the state to conduct and oversee training.
The incumbent of this position will coordinate logistics and serve as a subject matter expert (SME) for all traffic programs which include Collision Investigations (Basic, Advanced, and Technical courses), Emergency Vehicle Operations Course (EVOC) Instructor, Basic Law Enforcement Academy (BLEA) EVOC.

Duties
Duties assigned to this position include (but are not limited to):
FACILITATE TRAFFIC COURSE TRAINING:
- Act as the lead instructor for all EVOC courses for BLEA classes, as well as for all EVOC Instructor and Collision Investigations courses.
- Facilitate instruction including classroom and driving exercises.
- Train and mentor students guided by CJTC policy, rules, regulations, and the agency values.
- Model trustworthy behavior to support the ideal of officers who earn the trust of their communities.
- Reinforce and demonstrate ethical and professional behaviors.
- Maintain order within the academy atmosphere, including motivating classes as a group and students individually in accordance with any policy.
- Communicate with students’ employing agencies regarding performance, attendance, coordination of additional training needs, test failures, and remedial training, if needed.
- Maintain accurate student attendance and performance records in accordance with division procedures and agency policy.
- Track student injuries following current agency and division policies and procedures.
- Maintain expert knowledge of vehicle dynamics, current case law, how modern vehicle control systems affect the handling of vehicles, and understand and articulate Vehicle Event Data Recorders (EDRs) data.
COORDINATE COURSE LOGISTICS:
- Coordinate with training facilities and internal and external partners to schedule courses.
- Make instructional assignments to maintain minimum staffing ratios.
- Support the coordination of transport and maintenance of fleet vehicles assigned to the Basic Training Division’s EVOC program.
SUPERVISION:
Directly supervise state employees and oversee contract instructors. This includes:
- Oversee onboarding and training for part-time contract instructors.
- Lead by example, guided by the agency values, and encourage subordinates to do the same.
- Ensure instructors are adequately trained and kept abreast of best practices, current case law, and agency curriculum to effectively deliver training.
- Ensure work conducted by subordinate staff and contract instructors is accomplished in accordance with RCW/WAC/State Rules/Agency Policies and Curriculum.
- Evaluate, develop, correct, and mentor staff on their work performance, including providing guidelines and performance feedback.
- Ensure staff attend mandatory and position-specific training as outlined by Human Resources and agency policy.
- Mentor, coach, and train new EVOC Instructors through an apprenticeship process to ensure teaching aligns with core values and agency mission.
Qualifications
Required Qualifications/Experience:

At least five (5) years of experience in law enforcement.

AND -
-
A bachelor’s degree in criminal justice, public administration, sociology, psychology, adult education, forensics, or related field of study.

OR -
-
At least seven (7) years of experience in law enforcement.

AND -
-
At least two (2) years of experience leading or supervising criminal justice personnel. Time serving as a lead trainer/primary coach/TAC Officer/FTO or PTO are acceptable. Time may run concurrently.

At least five (5) years of experience training law enforcement personnel with the WSCJTC or within a criminal justice agency, specifically in the areas of emergency vehicle operations and/or collision investigations.
- An understanding of adult teaching and learning methods.
- Ability to report information clearly, completely, and accurately both verbally and in writing.
- No sustained use of force complaints in the past three (3) years.
- Any community complaints in the last three (3) years must be satisfactorily explained.
- Able to model the Guardian Philosophy in class on a daily basis.
- Strong work ethic, self-directed, and able to work in a team-teaching environment.
- Ability to support the agency's diversity, equity, and inclusion goals.
- Effective communication skills.
- Problem-solving skills, including analysis and strategies.
- Knowledge of training and instruction principles, content, and methodology.
- Knowledge of curriculum development.
- Knowledge of the criminal justice system, including federal, state, and local criminal justice agencies, laws, ordinances, and regulations.
- Knowledge of cultural diversity/implicit bias.
- Skills for basic computer applications, including Microsoft Office Suite.
Preferred/Desired Qualifications:
- Bachelor's degree in Criminal Justice, Public Administration, Education, Communications, Sociology, Psychology, or related field.
- Understanding of and/or experience with WSCJTC protocols and chain of command.
- First-level supervisor experience (examples: sergeant, supervisor, manager).
- Currently or previously certified by the court as an expert witness to testify on emergency vehicle operations and/or collision investigations.
- WSCJTC Instructor Development - 2 (ID2) certification.
- Demonstrable experience developing and utilizing resources appropriately.
