This IT Business Analysis – Sr/Spec (ITBA-SS) directly affects the business processes used by HCA staff in multiple divisions to perform their work, causing significant efficiencies and strategic business value to occur. Decisions made and recommendations from this position result in improved services to HCA’s customers, business partners and stakeholders. About the division:
The Enterprise Technology Services (ETS) division is the agency’s designated technology provider for the HCA. ETS delivers innovative Information Technology (IT) solutions for enterprise-class business solutions (i.e., applications, data, and business processes) that support the mission of Health Care Authority divisions and business program groups. The Employees and Retirees Benefits (ERB) IT section within ETS supports the ERB Division by delivering business application design, solutions architecture, and development as well as integration of IT resources to engineer high-quality, cost-effective solutions in partnership with business and project stakeholders.
About the position:
This ITBA-SS is the primary representative of the Chief Information Officer (CIO) to much of the business and is responsible for ensuring the quality and capacity of the ETS division to meet the needs of HCA’s business divisions. This position translates complex SEBB and PEBB healthcare program requirements into tangible deliverables such as functional, and non-functional specifications, use cases/user stories, workflow and data processes, data models diagrams and, requirements matrices to drive development in conjunction with technical teams. It also identifies and recommends the most optimal new solutions to support requirements for modernization and innovation enhancements. The senior BA will facilitate prioritization of core functions and features with Business Product Owners (for Agile/Scrums), develop Quality Assurance benchmarks, findings, and recommendations to mitigate issues and risks, and develop and evaluating RFP’s / RFQ’s. Provide estimation for fiscal notes and change orders. This position plays a crucial role for advancing the agency’s most complex IT modernization and transformation efforts. This position is the senior business analyst in ETS for ERB related work, and is ultimately responsible for the collection, grooming, and ongoing management of IT business requirements and for SEBB and PEBB programs. This BA will oversee a myriad of requests for requirements gathering, user story development, and other deliverables as needed.
This position is eligible to telework and is typically not required to report on-site. Occasional travel may be required to meet with clients or partners, conduct business, or attend or provide training and/or conferences. The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs. All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.
Duties
Some of what you will do:
- Provide organizational development regarding effective business analysis and project management tasks that enable delivery of innovative and efficient technology solutions.
- Document business requirements, business rules and logic, and design specifications.
- Solicit business owner’s prioritization of requirements for systems, data or business process developments.
- Act as Scrum Master for the ERB development team.
- Lead ETS ERB BA team in activities to obtain requirements for new or enhanced IT-related projects.
- Engage in professional development and expand technical skillset to stay current with new technology.
- Ensure technical solutions function without any issues and operate within approved design and performance benchmarks.
Qualifications
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
- Master’s degree in IT, Computer Science, or IT related field or equivalent.
- Three (3) years of progressive (continuing to grow professionally) professional IT Experience in one (1) or more of the following areas:
- Business analysis, consulting, analyzing, designing, directing IT projects.
- Providing IT customer or technical support.
- Administering or supervising staff who performed work in any of these IT disciplines.
Option 2:
- Bachelor’s degree in IT, Computer Science, or IT related field or equivalent.
- Five (5) years of progressive (continuing to grow professionally) professional IT Experience in one (1) or more of the above areas.
Option 3:
- Nine (9) years of progressive (continuing to grow professionally) professional IT Experience in the areas listed above.
Option 4:
- Three (3) years as a Journey Level IT Professional in State Government performing the experience listed above.

Preferred qualifications:
- Two years’ experience with School or Public Employees benefits (SEBB/PEBB).
- Experience working in Agile environment.
- Lean “Green Belt” certification is desired.
- Experience using Business intelligence tools such as SAS, SQL and data visualization tools such as MS SQL Server, Oracle, Tableau, etc.
