ROLE AND RESPONSIBILITIES
The Senior Analyst, Oracle EPM & FP&A Systems (remote) is the technical subject matter expert responsible for the design, administration, and optimization of Oracle's Enterprise Performance Management (EPM) environment — the platform that powers our Medicare Advantage financial planning, budgeting, forecasting, and long-range strategic modeling. Working at the intersection of technology and finance, this role partners directly with the FP&A team, Corporate Finance leadership, and the Senior Director of Enterprise Financial Systems to ensure that planning models, data pipelines, and reporting tools are accurate, performant, and built to support agile decision-making throughout the annual planning cycle and beyond.
In a Medicare Advantage organization, where annual CMS bid submissions, medical cost forecasting, and Stars/Risk Adjustment financial modeling depend on precise, real-time planning data, this role is a critical enabler of both financial performance and regulatory integrity.
Job Duties / Responsibilities

1. Administer and Optimize the Oracle EPM Planning Environment
Manage, configure, and continuously improve the Oracle Cloud EPM (Planning & Budgeting / PBCS/EPBCS) or Hyperion Planning/Essbase environment to ensure it remains stable, performant, and aligned with evolving business requirements. Design and maintain complex Business Rules, Calculation Scripts, and Member Formulas that power driver-based planning models, ensuring that Finance users can plan with speed and confidence across all budget and forecast cycles.
2. Maintain Data Integrity Between ERP and EPM Systems
Architect and sustain automated data pipelines between Oracle Fusion Cloud GL and EPM Planning cubes using Data Management (FDMEE) or the EPM Integration Agent, ensuring a single, trusted version of financial actuals flows into every planning scenario. Manage the synchronization of key dimensions — including Entity, Cost Center, Product, and Plan Type — across ERP and FP&A systems so that metadata remains consistent and audit-ready at all times.
3. Deliver Advanced Analytics and Executive Reporting
Build and maintain executive-level dashboards, Web Forms, and Narrative Reports using Oracle EPM Infolets and Financial Reporting Studio, giving Finance leadership real-time visibility into budget versus actuals, rolling forecasts, and long-range plan performance. Support FP&A analysts with Smart View configuration and best practices, enabling deep-dive multidimensional analysis while protecting the integrity of the underlying planning models.
4. Enable Strategic Scenario Modeling and Forecasting
Support the technical configuration of Oracle Predictive Planning and Auto-Predict features to enhance forecast accuracy across medical costs, revenue, and enrollment projections. Assist Finance in building "what-if" technical scenarios for strategic events — including market entry, benefit design changes, or CMS payment rate adjustments — providing the technical infrastructure that transforms financial strategy into actionable model outputs.
5. Ensure Security, Governance, and SOX Compliance
Maintain strict cell-level security, security filter design, and data access controls within Oracle EPM to protect sensitive payroll, compensation, and strategic financial data from unauthorized access. Ensure all metadata changes, script modifications, and system configurations are thoroughly documented to satisfy SOX audit requirements and internal governance standards.
6. Provide Tier 3/4 Escalation Support and System Reliability
Serve as the final technical escalation point for complex incidents involving Oracle EPM — including Essbase cube failures, calculation errors, data load issues, and planning model discrepancies — during critical periods such as the annual budget cycle and quarterly forecast submissions. Drive root-cause analysis, implement preventive controls, and maintain clear runbook documentation to minimize recurrence and protect planning continuity.
Supervisory Responsibilities
This is a senior individual contributor role with no direct supervisory responsibility. The incumbent is expected to provide technical mentorship to junior analysts and may serve as the technical lead for EPM-related project workstreams during the Oracle implementation.
After-Hours & Business Continuity Support
The annual budget cycle and quarterly forecast submissions do not pause for weekends.
- This position is expected to participate in an on-call rotation to support critical EPM system failures, data load issues, and calculation errors outside of standard business hours.
- The incumbent must be available for elevated support during peak planning windows — including Annual Operating Plan (AOP) season, quarterly forecast cycles, and CMS bid preparation periods — when EPM system reliability is directly tied to regulatory and financial deliverables.
Job Requirements
Experience
Required:
- 6+ years of hands-on technical experience with Oracle EPM Cloud (PBCS/EPBCS) or Hyperion Planning/Essbase, with demonstrated focus on supporting FP&A business units
- Proven experience designing, building, and troubleshooting Essbase (ASO and BSO) multidimensional models, Business Rules, Calc Scripts, and MDX queries in a production environment
- Demonstrated experience leading or serving as technical lead on at least two full-cycle Oracle EPM Cloud implementations or major upgrades
- Strong working knowledge of corporate finance concepts — including Budgeting vs. Actuals (BVA), Rolling Forecasts, Zero-Based Budgeting, and Capital Planning — sufficient to translate business requirements into technical EPM logic
- Experience with data privacy and financial compliance requirements (SOX, HIPAA) as they apply to EPM system governance and data access controls
- Experience in a regulated healthcare, insurance, or financial services environment
Preferred:
- Prior experience in a Medicare Advantage, managed care, or health insurance organization, particularly supporting medical cost forecasting, Stars performance modeling, or CMS bid planning
- Experience with Oracle Predictive Planning, Auto-Predict, or AI-assisted forecasting features
- Exposure to integration between Oracle EPM and Oracle Fusion Cloud GL in a production Oracle Cloud environment
Education
Required:
- Bachelor's degree in Computer Science, Information Technology, Finance, Accounting, or a related field with a strong technical background; equivalent professional experience may be considered
Preferred:
- Master's degree in Information Systems, Finance, or a related field is a plus
- Coursework or background in healthcare finance, actuarial science, or managed care economics is a differentiator for this role
Training
Required:
- Demonstrated hands-on proficiency with Oracle EPM Cloud through formal implementation or sustained production support experience
