INTRODUCTION
Texas Children’s Health Plan (TCHP) is searching for a Senior Programmer Analyst who will primarily serve as a Data Architect, with a strong focus on leading data quality initiatives. We're hoping to bring on someone who can not only develop, organize, and administer our information systems, but also approach those responsibilities with a keen eye toward data architecture and quality.
We are looking for a candidate who is able to devise and design technical system requirements that actively support our data governance, integrity, and quality standards. The ideal person will be skilled at documenting and developing robust methods, procedures, and programs that enhance the reliability and usability of our data. They should be prepared to drive and implement best practices for data management, functional and technical specifications, and play a strategic role in how data shapes our business operations.
ROLE AND RESPONSIBILITIES
- Develop, design, and modify technical specifications for the Health Plan.
- Coordinate the design and analysis of new system implementations and modifications to existing systems.
- Analyze and conduct the design and modification of Integrated Delivery System systems.
- Determine computerized solutions that ensure compliance with regulatory agencies and our strategic plan.
- Appraise the effectiveness of systems flow, data usage, and both manual and automated processes to identify inefficiencies.
- Implement and control system configuration and development.
- Administer program and system tests.
- Develop comprehensive system documentation.
- Coordinate activities and share information with managers, Information Services personnel, users, and vendors.
- Participate in strategic planning and TCH-wide data planning.
BASIC QUALIFICATIONS
- H.S. Diploma or GED in computer science or a related field.
- 8 years of experience in major system design and implementation.
- Project management or project leadership experience is preferred.
- Strong RDBMS SQL experience, minimum 6-8 years.
- Experience in implementing Data Warehouses.
- Some managed care systems experience preferred.
- A bachelor's degree will substitute for 4 years of experience.
PREFERRED QUALIFICATIONS
- Experienced development with Azure
- Fabric
- Synapse
- Azure SQL
- Familiarity with Snowflake
