Frame your degree as field-specific
H-1B approval for this role depends on demonstrating your degree is in a directly related field, such as business, communications, or technical writing. Generalist degrees raise red flags. Highlight coursework or credentials that tie directly to proposal and contract management.
Target federal contractors first
Defense and government contractors like Booz Allen, Leidos, and SAIC routinely sponsor Proposal Managers because proposal writing is core to winning federal work. These employers understand the H-1B process and have established legal teams to handle petitions efficiently.
Get APMP certified before applying
The Association of Proposal Management Professionals certification strengthens your H-1B petition by establishing industry-recognized credentials. Adjudicators look for proof the role requires specialized knowledge, and a professional certification provides documented evidence beyond your degree alone.
Request a senior title explicitly
Senior-level titles carry more weight in specialty occupation determinations because they imply a higher degree requirement. If an employer offers a generic Proposal Manager title, ask about the senior designation. The distinction can meaningfully affect your petition's strength.
Australian citizens should ask about E-3 upfront
The E-3 visa requires no lottery and processes faster than H-1B, making it a strong alternative for Australians. Mention it early in conversations with HR. Many employers willing to sponsor H-1B will readily support E-3 once they understand the reduced burden.
Document your proposal win history
Quantified outcomes, such as win rates, contract values secured, and volume of concurrent proposals managed, demonstrate the complexity of your work. This evidence supports the specialty occupation argument by showing the role demands judgment and expertise a generalist could not provide.

Find Senior Proposal Manager JobsFrequently Asked Questions
Do Senior Proposal Manager roles qualify as a specialty occupation for H-1B?
Yes, though it requires careful documentation. USCIS evaluates whether the position normally requires a bachelor's degree in a specific field. Senior Proposal Manager roles tied to government contracting, technical industries, or regulated sectors generally satisfy this standard. Roles at larger employers with established degree requirements in job postings are the strongest candidates for approval.
Which visa types are most common for Senior Proposal Managers seeking sponsorship?
H-1B is the most common path, processed annually with an April lottery for most applicants. Australian citizens have a significant advantage through the E-3 visa, which has no lottery and allows two-year renewable status. Canadian and Mexican nationals may qualify under TN if the role aligns with a listed USMCA profession, though Proposal Manager is not always a clean fit.
What degree does a Senior Proposal Manager typically need for visa sponsorship?
Most successful H-1B petitions for this role cite degrees in business administration, communications, English, technical writing, or a field matching the employer's industry, such as engineering for a defense contractor. A degree in a directly related field is stronger than a general liberal arts degree. Relevant certifications like APMP can supplement, but rarely substitute, for the degree requirement.
Which industries are most likely to sponsor Senior Proposal Managers?
Federal government contractors are the most consistent sponsors because proposal writing is central to revenue generation in that sector. Management consulting, engineering firms, IT services, and healthcare companies also sponsor regularly. You can browse verified sponsoring employers actively hiring for this role on Migrate Mate, which filters jobs by visa sponsorship availability.
Can I transfer my H-1B to a new employer as a Senior Proposal Manager?
Yes. Under H-1B portability, you can begin working for a new employer as soon as they file a transfer petition, without waiting for approval, provided you've maintained valid status. The new employer must file a fresh I-129 petition and Labor Condition Application. Senior Proposal Manager roles transfer cleanly as long as the new position meets the same specialty occupation standard.
What is the prevailing wage requirement for sponsored Senior Proposal Manager jobs?
U.S. employers sponsoring a visa must pay at least the prevailing wage, which is what workers in the same role, area, and experience level typically earn. The Department of Labor sets this rate to make sure companies aren't hiring foreign workers simply because they'd accept lower pay than a U.S. worker. It varies by job title, location, and experience. You can look up current prevailing wage rates for any occupation and location using the OFLC Wage Search page.
