Summary
The Strategic Sourcing Manager (B3) – Labor & Services is a generalist strategic sourcing role responsible for executing sourcing initiatives across a broad portfolio of Labor, Services, and Professional Services categories. The role partners with internal stakeholders and category leadership to deliver competitive sourcing outcomes, while coordinating sourcing activities through effective program and project management capabilities. This role focuses on sourcing execution, supplier engagement, and delivery coordination, not category strategy ownership or operational service delivery.
Scope of Services (Generalist Coverage)
This role supports sourcing, program and project management across a diverse Labor & Services portfolio, including:
- Professional and consultancy services
- HR, Talent acquisition and Retention services
- Financial services (tax, audit, payroll, and insurance-related services)
- Legal services and legal-adjacent support
- Extended Workforce and related services
- Off-shore, near-shore, BPO, and managed services delivery models
Scope is intentionally broad and execution-focused.
Key Responsibilities
Strategic Sourcing Execution
- Lead end-to-end sourcing activities, including intake, RFx execution, supplier evaluation, negotiations, and award recommendations.
- Execute sourcing initiatives across multiple Labor & Services categories based on demand and prioritization.
Program & Project Management
- Plan, coordinate, and manage specific or multiple projects, programs and events, ensuring coordination, timelines, dependencies, and stakeholder inputs are tracked and met.
- Drive initiatives through defined milestones, issue tracking, and change management as scope or priorities evolve.
- Coordinate cross-functional participants (Leadership, BU Stakeholders, HR, Finance, Legal, Risk, and Operations) to keep initiatives aligned and progressing efficiently.
Supplier & Commercial Management
- Support supplier sourcing, negotiation, selection, contracting and onboarding aligned to approved engagement models.
- Support commercial negotiations, including rate structures, markups, and pricing models.
- Track supplier commitments and support supplier performance and governance activities as required.
Stakeholder Partnership
- Partner with internal stakeholders to clarify requirements, confirm scope, and guide sourcing activities to successful completion.
- Act as a trusted procurement execution partner, providing market input and coordination support without owning category strategy.
Global Delivery & Services Models
- Support sourcing initiatives involving on-shore, off-shore, near-shore, BPO, and managed services delivery models.
- Coordinate sourcing execution with stakeholders to balance cost, scalability, and risk considerations.
Risk, Compliance & Governance
- Ensure sourcing activities align with procurement policies, workforce governance expectations, and applicable compliance controls.
- Support supplier audits and risk/compliance documentation requirements tied to sourcing projects.
Analytics & Reporting
- Track sourcing activity, milestones, spend, savings, and execution metrics.
- Provide regular status updates and reporting to category leaders and management.
Qualifications
Required
- Bachelor’s degree in Business, Supply Chain, HR, Finance, or a related field.
- 5+ years of experience in procurement, strategic sourcing, supplier management, or services sourcing.
- Demonstrated experience leading RFx processes and managing multiple sourcing initiatives in parallel.
- Working knowledge of project or program management fundamentals (planning, tracking, stakeholder coordination).
- Strong execution discipline, organization, and communication skills.
Preferred
- Exposure to extended workforce, professional services, consulting, recruitment, managed services, or BPO sourcing.
- Experience operating in a global or matrixed environment.
- Exposure to Dfx, Should-Cost, Game-Theory, Negotiation & Innovation Events and TCO a plus.
