DEPUTY SUPERINTENDENT
JOB PURPOSE
The Deputy Superintendent provides visionary, results-oriented leadership for both academic excellence and operational effectiveness, ensuring that all students are prepared for college, career, and life. The role directs district-wide initiatives that improve student achievement, close opportunity gaps, and deliver safe, efficient, and compliant operations. Serving as a member of the Superintendent's Executive Leadership Council and as designee in the Superintendent's absence, the Deputy Superintendent aligns people, processes, and resources to the district's mission, vision, goals, and strategic plan.
ESSENTIAL JOB FUNCTIONS
A. Academic Excellence & Student Affairs
- Design processes that drive instructional improvement and raise student achievement so that all students succeed.
- Provide leadership, direction, and vision for academic support services in alignment with district mission, vision, and goals.
- Collaborate across divisions to improve achievement, close achievement gaps, and advance college- and career-readiness.
- Oversee and support school improvement planning, vertical alignment, and transition planning/implementation.
- Plan, implement, and supervise:
- Office of Curriculum & Instruction
- Office of Exceptional Learning/Special Education
- Office of Student Support Services (e.g., MTSS, counseling, social-emotional supports)
- Office of Federal Programs (Title/ESSA, IDEA, etc.)
- Adult Learning/Adult Education
- Student Nursing/Health Services
- Alternative Education Programs
- K-12 Comprehensive Guidance/Counseling; plan PD for School Counselors and GCDFs
- Provide leadership coaching to district staff and principals focused on service quality, accurate documentation, and continuous improvement.
- Establish and communicate guidelines and expectations for student/family communications (handbooks, websites, newsletters, etc.).
- Guide studies of dropouts and graduates; make recommendations to reduce dropout rates and improve postsecondary outcomes.
- Represent the district on committees related to student personnel services and community activities; support community partnerships.
B. Operations Leadership & Management
- Serve as chief administrative officer when designated in the Superintendent's absence.
- Lead or coordinate district operations: Athletics; Buildings & Grounds; Safety & Security; Student Nutrition; Transportation; Technology; and Federal Programs (operational components).
- Direct, plan, and coordinate operational activities to meet educational, safety, and regulatory requirements.
- Oversee facility assessments and long-range planning for renovations, maintenance, and capital improvements.
- Collaborate with leaders to plan and execute the district strategic plan.
- Project operational resource requirements and ensure optimal allocation and cost-effectiveness.
- Plan and administer professional learning, training, and evaluation systems for personnel within the operational division.
- Monitor and evaluate services provided by operational departments; coordinate major projects to ensure contract and regulatory compliance.
- Keep principals informed about projects and operational functions impacting school programming.
C. Budget, Grants, and Compliance
- Ensure development, monitoring, coordination, and timely submission of federal and state budgets and reports to granting agencies.
- Direct and participate in grant development; administer awarded funds for projects/programs.
- Assist with development, preparation, and administration of departmental budgets, as well as district operations and capital budgets.
- Ensure implementation of services in compliance with federal, state, and local regulations; ensure adherence to Board policies, state codes, and federal laws.
- Supervise unit-based contracts and operational/work plans to ensure service and state compliance.
D. Governance, Policy, and Reporting
- Serve on the Superintendent's Executive Leadership Council; attend Board meetings and prepare reports as requested by the Superintendent.
- Initiate and implement goals, policies, procedures, and administrative rules for assigned areas; prepare drafts of policies and status reports for Superintendent review.
- Provide information and recommendations to the Superintendent and Board on curriculum, instruction, staff development, technology, accountability, service delivery, and general district operations.
- Keep current on laws, regulations, and policies; ensure district compliance with all applicable requirements.
- Prepare or oversee statistical, administrative, and professional reports required by the district and/or external agencies (including SCDE).
E. Safety, Crisis, and Risk Management
- Create, plan, and coordinate crisis management systems using the PREPARE model and Behavioral Threat Assessment & Management (BTAM) or equivalent research-based models.
- Lead and coordinate district safety and security programs and compliance.
F. Data, Accountability, and Continuous Improvement
- Oversee the compilation and analysis of data; prepare reports that inform instruction, operations, and resource allocation.
- Facilitate short- and long-term solutions to cross-functional challenges; lead reform initiatives in coordination with associate/assistant superintendents.
- Monitor staffing plans in collaboration with Human Resources; ensure alignment of staffing with programmatic and budget priorities.
G. Community & Stakeholder Engagement
- Serve as district liaison to community groups and at state-level meetings as assigned.
- Build and sustain partnerships with local, state, and national organizations to support innovation and attract/retain students.
- Promote transparent, proactive communication with students, families, staff, and community stakeholders.
H. Other
- Performs other duties as assigned by the Superintendent.
QUALIFICATIONS
- Valid South Carolina teaching credential and appropriate district-level administrator/superintendent certification (or eligibility to obtain)
- Master's degree in Educational Administration, Business Management, and/or related field; Superintendent certification preferred.
- Minimum five (5) years of successful administrative experience in a K-12 educational setting; district office experience preferred.
- Demonstrated experience with operational management (e.g., facilities, transportation, technology, safety/security) preferred
