Position Overview
Position Summary:
Under general supervision, primary responsibilities of the Portales & Ruidoso campus, with limited oversight of the Roswell campus, to include oversight, development, and maintenance of the University/Campus budgets, completing the Report of Actuals and Operating Budget, monitoring/maintaining/billing Capital Accounts, and preparing analytical budget reports.
Duties and Responsibilities:
- Oversees and performs analysis functions, such as budget accounting, budget preparation, or similar fiscal procedures for legislative and operating budgets
- Provides direction and counsel to University/Campus staff personnel in understanding financial reports and data, in controlling their costs and budgets, and in fulfilling budgetary requirements, excluding external grants
- Coordinate projects, budget scheduling, and work with budget and accounting staff at all three campuses
- Management of all Capital Projects reporting, including budgeting and completing drawing requests
- Conduct training sessions for department budget liaisons regarding budget preparation and/or financial analysis
- Develop written procedures outlining the steps in producing various financial reports
- Coordinate with human resources to ensure Banner has accurate and up-to-date salary and position information
- Develop and maintain a working relationship with the Roswell Campus Budget Analyst
- Ensure that budget office work assignments are completed in a timely and accurate manner
- Perform general accounting duties, including review of budgets, file maintenance, approval of transfers, or other related duties
- Analyze proposed and final legislation funding
- Completion of all state-required reporting for Financials
- Reconcile budgeted and actual revenues/expenditures
- Review departmental budgets and verify availability of funding
- Prepare budget/expenditure analysis and fiscal reports as required
- Complete year-end budgeting tasks
- Regular and predictable attendance required
- Perform related duties as assigned
Minimum Job Requirements:
Bachelor's degree in Accounting, Business Administration, Public Administration, or CIS with an emphasis in accounting and a minimum of five years of experience working with or overseeing budgets, or equivalent combination of education and work experience is required.
Knowledge, Skills, and Abilities:
- Knowledge of accounting principles, methods, and applications
- Knowledge of federal and state financial regulations, and university financial policies and procedures
- Advanced Skills in account balancing and reconciling
- Advanced Skills with Microsoft Excel functions and formulas
- Ability to communicate effectively, both orally and in writing
- Ability to analyze and interpret financial data and prepare financial reports
- Ability to complete moderately complex assignments
Working Conditions
Physical Demand and Working Conditions:
- Work is performed during normal work hours with some evening and weekend hours required to meet deadlines
- Ability to sit for extended periods while performing computer-based work
- Ability to use a computer, keyboard, mouse, and other standard office equipment for prolonged periods
- Ability to communicate effectively in person, by telephone, and through electronic communication
- Ability to read and interpret printed and electronic documents
- Ability to occasionally stand, walk, bend, reach, and stoop
- Ability to occasionally lift, carry, push, or pull up to 20 pounds (e.g., files, office supplies, or boxes of documents)
- Ability to travel occasionally between campus locations or to meetings, as needed
