Summary Purpose
Leads strategic growth, market development, and executive stakeholder engagement activities across U.S. Government, public health, health security, biodefense, and nonprofit sectors. Serves as a senior strategic advisor and commercial leader responsible for expanding Thermo Fisher Scientific and PPD’s presence across federal agencies, public health organizations, academic institutions, industry partners, and nongovernmental organizations.
Develops and executes long-range growth strategies that align evolving government priorities. Builds executive-level relationships, identifies emerging market opportunities, influences strategic direction, and drives revenue growth through integrated enterprise solutions.
Serves as the primary commercial lead throughout the sales lifecycle, from early opportunity identification through proposal development, negotiation, contract award, and transition to operations. Works collaboratively across business units and functional teams to develop customer-focused solutions that meet client needs and achieve company growth objectives.
Acts as a trusted advisor to both internal leadership and external stakeholders, providing insight into federal funding, acquisition strategies, public health priorities, and market dynamics.

- Develop and execute growth strategies across U.S. Government, public health, health security, and related markets.
- Build and maintain executive-level relationships with key stakeholders across federal agencies, public health organizations, industry partners, academia, and nongovernmental organizations.
- Position Thermo Fisher as a trusted strategic partner through consultative engagement, thought leadership, and representation at industry, scientific, and government forums.
Business Development & Enterprise Solutioning
- Build and maintain relationships with key stakeholders across federal agencies, public health organizations, industry partners, academia, and nongovernmental organizations.

Pipeline Management & Forecasting
- Monitor funding priorities, acquisition trends, and competitive activity to inform opportunity strategy.
- Maintain a robust pipeline of qualified opportunities and accurate sales forecasts.
- Track opportunities, client interactions, and business development activities within Salesforce and other business systems.
- Develop account plans and growth strategies for assigned customers and market segments.
Cross-Functional Collaboration & Leadership
- Collaborate with operational, scientific, commercial, and functional teams to develop competitive customer solutions.
- Foster a culture of collaboration, innovation, and continuous improvement across the organization.
Market Strategy & Commercial Excellence
- Monitor and interpret federal policy, funding priorities, acquisition trends, competitive activity, and market dynamics to inform business strategy.
- Develop long-range opportunity pipelines, forecasts, and market assessments that support strategic planning and investment decisions.
- Provide executive leadership with actionable market intelligence and recommendations to drive growth and competitive advantage.
Leadership & Talent Development
- Mentor and develop commercial and cross-functional colleagues while sharing best practices in government markets, stakeholder engagement, and strategic account management.

Education & Experience
- Bachelor's degree required; advanced degree in science, public health, business, or related field preferred.
- 8+ years of experience in business development, strategic planning, government contracting, public health, healthcare, life sciences, or related sectors.
- Demonstrated success leading complex growth initiatives and developing executive relationships within U.S. Government, public health, defense, nonprofit, or related markets.
- Experience navigating federal acquisition processes, funding mechanisms, and matrixed organizations.

Compensation and Benefits
The salary range estimated for this position based in District of Columbia is $151,700.00–$252,800.00. This position may also be eligible to receive a variable annual bonus based on company, team, and/or individual performance results in accordance with company policy.
