Stantec assists clients in developing transmission line projects from concept through construction with experience in overhead and underground projects. Our 3,000-person environmental team includes senior professionals from across environmental disciplines, and our 200-plus offices provide local understanding of our client’s projects. Stantec supports clients during the early stages of routing and siting; followed by regulatory support and permitting; completion of construction; and ongoing operations and maintenance. Our staff includes Certified Wildlife Biologists, Professional Wetland Scientists, Archaeologists, Professional Electrical and Civil Engineers, and subject matter experts with extensive experience working with state, local, and federal agencies. Effective environmental analysis, assessment, and design also requires multiple capabilities such as project management, technical writing skills, and the ability to communicate effectively with agencies and interested stakeholders. YOUR OPPORTUNITY
Stantec’s Environmental Services practice seeks a Project Manager (Electric Transmission and Renewable Energy) to provide project management, environmental regulatory and permitting services with a focus on electric transmission clients and their projects, particularly in Minnesota, the Dakotas, Wisconsin, Iowa, Michigan, and Illinois.
YOUR KEY RESPONSIBILITIES
The main focus of this position is to manage electric transmission projects through routing, siting and permitting with support and collaboration from a robust team of subject matter experts. Project management may also involve renewable energy clients by supporting wind, solar, battery, and biogas projects. Technical expertise related to routing and siting, regulatory matters, environmental science, data management, and reporting is critical to the role to ensure high-quality deliverables to Stantec’s clients.
Project Management Responsibilities Include
- Marketing and business development
- Developing project proposals
- Managing projects, schedules, staffing, and their budgets
- Coordinating with clients, stakeholders, and internal project staff
- Representing clients at public hearings and regulatory agency meetings
- Performing, overseeing, and/or QC of technical work
Environmental, Regulatory, And Permitting Responsibilities Include
- Identifying project-specific environmental constraints, engineering design, and regulatory requirements (e.g., critical issues and permit matrices)
- Coordinating with agency personnel for consultations, data reviews, pre-permit meetings, etc.
- Writing and reviewing technical reports to support desktop assessments, field surveys, etc.
- Preparing environmental permit applications
- Presenting at public meetings, hearings, open houses, conferences, etc.
- Facilitating successful environmental permitting of multiple and varied projects
- Additional responsibilities may include coordinating, conducting, and/or leading field work
YOUR CAPABILITIES AND CREDENTIALS
- Experience managing electric transmission and renewable energy projects (electric transmission, wind, solar, battery, biogas, etc.)
- Experience providing guidance to clients regarding routing and siting of new or modified electric transmission lines
- Experience in implementing the U.S. Fish and Wildlife Service (USFWS) Wind Energy Guidelines tiered protocols for desktop reviews, environmental survey, consultations, permitting, and compliance
- Working knowledge of environmental sciences, biology, wildlife science, wetlands, land use, environmental justice, cultural resources, etc.
- Permitting experience for the Minnesota Public Utilities Commission, North Dakota Public Service Commission, South Dakota Public Utilities Commission, Illinois Commerce Commission, Public Service Commission of Wisconsin, Iowa Utilities Commission, Michigan Public Service Commission
- Federal environmental regulation and permitting experience in the Upper Midwest region with various U.S. Army Corps of Engineers (USACE) districts (St. Paul, Rock Island, Omaha, Louisville, etc.), USFWS field offices, and National Environmental Policy Act environmental review development experience
- State permitting experience for Departments of Natural Resources, Agriculture, State Historic Preservation Offices, Departments of Health, Pollution Control Agencies, etc.
- Local permitting experience for Conditional Use/Special Use Permits, Highway Departments, Zoning and Planning Boards, Floodplain, Emergency Management, etc.
- Willingness and ability to travel up to 15% for agency meetings, open houses, public hearings, site visits, client events, and conferences
- Strong work ethic, high ethical standards, and a desire for team success
- Strong written and verbal communications skills, including technical writing as a subject matter expert
EDUCATION AND EXPERIENCE
- Bachelor’s degree in the natural sciences, environmental science; master’s in environmental/natural resources law or related field; master’s preferred
- Minimum 8 to 10 years of progressively responsible experience with technical specialization and expertise in electric transmission project management, environmental compliance, natural resource assessments and studies, and permitting
- Project and task management experience is required
