INTRODUCTION
The State of South Carolina is looking for a Business Analyst - Consultant - Technical Writer.
SCOPE OF THE PROJECT:
South Carolina seeks an expert in Technical Writer for writing RFPs for complex projects to be procured.
DAILY DUTIES / RESPONSIBILITIES:
The South Carolina Department of Health and Human Services is seeking a BA Technical Writer who will write RFPs using the SCDHHS template for at least 5 different projects that the agency needs to procure.
General Duties:
- Attend and facilitate various meetings to get missing language and details to draft the RFP.
- Development of RFPs that include scope of work, technical requirements, staff, deliverables, etc. for each project.
- Review and write the business needs in the RFP.
- Identify mandatory requirements, page limits, formatting rules, and scoring criteria.
- Gather information from Subject Matter Experts, past proposals, and leadership to ensure completeness in each RFP.
- Assist management in getting the responses needed for compliance requirements.
- Works with Medicaid Systems leadership to create and update the RFPs.
- Other duties as assigned.
BASIC QUALIFICATIONS
- 2+ years of technical writing experience in positions requiring the development of structured written materials and visual aids.
- Must possess advanced skills in Microsoft Office (Word, Excel, PowerPoint, Visio) to include working with templates and style guidelines for branding consistency.
- Ability to interact with project team members, management, and agency departments and to build out required sections in the RFP.
- Attention to detail to avoid missing requirements that can disqualify a bid.
- Experience with procurements for state agency.
- Experience working with SharePoint and other typical project management tools, including Visio, PowerPoint, MS Project, Word, Access and Excel.
- Ability to create and document key project management requirements.
- Superb communications skills (written and oral).
- Effective listener.
- Willingness and ability to effectively engage with people and organizations; ability to get people with competing, diverse interests to work together.
- Experience in Medicaid or other healthcare claims system(s) IT projects preferred, but not mandatory.
- Must be able to manage multiple high profile, high priority projects at one time.

- 2 YEARS OF TECHNICAL WRITING EXPERIENCE
