Document your instructional design credentials precisely
PERM requires your degree field to align with the job duties. A degree in organizational development, adult education, or instructional design maps more cleanly than a general business degree, so gather transcripts and credential evaluations before applications.
Target employers with active PERM filing history
Use Migrate Mate to filter Senior Learning Consultant roles by employers who have filed PERM applications for this occupation, so you're targeting companies already familiar with the sponsorship process rather than educating HR from scratch.
Distinguish EB-2 eligibility from standard EB-3 requirements
If your role requires curriculum strategy at a master's degree level or an advanced specialization, request EB-2 classification. EB-3 covers bachelor's-level positions but carries longer backlogs for some nationalities, so clarifying your category early affects your timeline.
Verify the prevailing wage before salary negotiations begin
Your employer must pay at least the DOL-certified prevailing wage for your metro area and experience level. Look up your occupation in the OFLC Wage Search before any offer discussion so you know where the floor sits for your location.
Ask employers about PERM recruitment timing during interviews
PERM requires employers to complete a supervised recruitment cycle before filing. That process typically takes six to twelve months, so asking whether a company has started or recently completed a PERM recruitment for this role tells you how far along sponsorship actually is.
Confirm your role meets O*NET specialty occupation criteria
Pull the O*NET profile for Training and Development Specialists to verify the education and skills requirements align with your specific job description. If duties span adjacent roles, the job description submitted with PERM needs to reflect the qualifying occupation accurately.

Find Senior Learning Consultant JobsSenior Learning Consultant Green Card Sponsorship: Frequently Asked Questions
Does a Senior Learning Consultant role qualify for EB-2 or EB-3 sponsorship?
Both categories are possible depending on how the position is defined. EB-3 applies when the role requires a bachelor's degree in instructional design, education, or a related field. EB-2 applies if the position genuinely requires an advanced degree or the employer can demonstrate the work necessitates graduate-level specialization. The job description submitted during PERM determines which category fits.
How does green card sponsorship differ from H-1B sponsorship for this role?
H-1B sponsorship is temporary and subject to the annual lottery, which limits when you can start and how long you can stay. PERM-based green card sponsorship has no lottery and no annual cap at the EB-3 level for most countries, though processing can take one to three years from PERM filing through I-485 approval. The outcome is permanent residency, not a renewable temporary status.
Where can I find Senior Learning Consultant jobs with green card sponsorship?
Migrate Mate lets you search specifically for Senior Learning Consultant roles at employers with documented PERM filing history for this occupation. That filters out companies that have never sponsored a green card in this job family, so your outreach goes to organizations already familiar with the DOL and USCIS process rather than ones you'd need to convince from the start.
What does the PERM labor certification process look like for this occupation?
Your employer files an ETA Form 9089 with DOL after completing a supervised recruitment campaign to demonstrate no qualified U.S. worker was available. The DOL reviews and certifies the application, which then supports the I-140 immigrant petition filed with USCIS. Audit rates for professional occupations are meaningful, so accurate job description language and documented recruitment records matter significantly.
Can I change employers after green card sponsorship starts?
Once your I-140 is approved and your priority date is more than 180 days old, portability rules allow you to move to a similar role in the same or a comparable occupation without losing your place in the queue. For Senior Learning Consultant roles, this typically means the new position must involve instructional design, training strategy, or related learning development responsibilities at a similar level.
