INTRODUCTION
The Division of Educational Ventures is seeking a Business Operations Manager. This is a full-time (1.00 FTE), 12-month, professional faculty position.
The Division of Educational Ventures (DEV) is a growing, innovative, and collaborative organization with a commitment to providing high-quality online education. The division extends Oregon State University’s exceptional learning experiences including microcredentials, certificates, and degrees available to students throughout Oregon and around the world.
The division includes Ecampus, offering over 130 online and hybrid degree programs; the Ecampus Research Unit (ECRU), conducting and supporting original research in online teaching and learning; the Corporate and Workforce Education Unit (CWE), creating pathways for learners employed by collaborators in business and government; the Open Educational Resources Unit (OER), aiding faculty in adopting open course materials; and the Alternative Credential Unit (ACU), developing short-form educational opportunities.
This Business Operations Manager reports to the Vice Provost and is a critical member of the division leadership team, overseeing the functions within business operations that include human resources, accounting and finance, facilities management and various special projects. In addition, this position provides direct, confidential support and consultation to the Ecampus Vice Provost and Associate Vice Provosts by contributing to the strategic and tactical planning of the overall organization.
This position directs and oversees the work of the administrative support team within the division. The work of this team includes office management, employee recruitment and human resources support, budget development and management, travel and expense processing, vendor contract management, and reception. This position serves an essential role in maintaining a positive work environment and high-functioning administrative support team.

KEY RESPONSIBILITIES
25% OPERATIONS AND FACILITIES MANAGEMENT
- Serves as primary contact for Ecampus business operations and represents leadership with university partners regarding business functions and facilities.
- Oversees the use of facilities by leading space planning and negotiation of space, construction and assembly of workstations and work areas, coordinating moves and other responsibilities related to the use of facilities.
- Participates with other unit leaders within the division in the day-to-day operations of Ecampus and attends directors’ meetings.
- Researches, develops and recommends administrative policies and procedures related to division operations, administration and facilities.
25% FINANCE
- Participates in budget development and monitors division’s operations budget activity.
- Builds and tracks the division operations budget.
- Serves as liaison with the university’s controller team to provide thorough and accurate budget and expenditure information to Ecampus executive leadership that aids in short- and long-term decision-making.
- Participates in projects that require budget strategies and detailed budget information that inform the vice provost and associate vice provosts.
- Serves as budget authority and purchasing approver for services and supplies related to the operations of the division.
- Provides approval and signature for regular expenses up to $25,000. Routes irregular purchasing requests of any amount to the vice provost for approval.
- Oversees Foundation funds and provides review and approval of expenditures on Foundation accounts.
- Ensures compliance with applicable laws, rules, regulations, and policy.
15% HUMAN RESOURCES AND CULTURE
- Serves as Ecampus resource for highly confidential human resource relations and activities that include organizational structure, classification, and compensation.
- Liaison with the university’s human resources team to consult and ensure compliance with applicable laws, rules, regulations, and policy.
- Participates in the development of strategy for maintaining a workplace environment and culture that is welcoming and supportive and in alignment with the established mission and vision.
- Strategizes with executive leadership to survey and assess the health of the division, identifying opportunities for improvement and implementing change.
- Provides guidance to division supervisors on institutional and division guidelines, policies, and procedures.
- Reviews and approves HR transactions.
20% ADMINISTRATIVE SUPPORT TEAM LEADERSHIP AND SUPERVISION
- Provides direction and leadership of administrative support team that provides office management, reception, travel and expense, finance support, contract management, and recruitment. This position plans, assigns and approves work; rewards/disciplines; responds to grievances; hires/fires; prepares and signs performance evaluations/reviews of employees.
- Identifies professional development opportunities and coordinates participation.
- Directly supervises the division’s Office Manager, Business Associate, and Administrative Associate.
10% PROJECT MANAGEMENT
- At the request of the vice provost, oversees special division projects that include collaboration with internal units, cross-campus units and 3rd party vendors.
- Manages details of projects including coordinating work priorities; acts as liaison between leadership and project team; and monitors project status to ensure progress toward completion.
5% PROFESSIONAL DEVELOPMENT AND SERVICE
- Provides service to both the unit and university by working on division and university committees and projects. Represents and attends relevant workshops, conferences, and meetings, presenting and sharing knowledge and expertise and networking with colleagues.
- Attends training opportunities that develop expertise in advocating for equitable hiring practices and minimizing unintentional biases.
- Participates in division, university and community service opportunities that create and sustain an effective work culture.
BASIC QUALIFICATIONS
- Bachelor’s degree in field related to assigned responsibilities or an equivalent combination of education and experience to perform the primary duties of the position.
- 5 years experience providing management of business and facility operations.
- 3 years experience providing support to and project management for executive level leadership.
- Experience in leading teams with a demonstrated ability to plan, organize, evaluate, manage, and delegate details.
- Experience managing fiscal processes with a strong understanding of budgets.
- Experience managing human resource operations as it relates to personnel management and recruitment.
- Ability to work independently and make decisions on complex issues.

- Excellent written and oral communication skills with diverse communities.

- This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.

- Experience in a university setting using systems that support business functions.

WORKING CONDITIONS / WORK SCHEDULE
Ecampus currently operates on a hybrid schedule, Tuesday - Thursday are designated in-office days. Mondays and Fridays in office are expected as needed.

COMPENSATION
- Recommended Full-Time Salary Range: $85,000-$94,500
Starting salary within the salary range will be commensurate with skills, education, and experience.
