STV is growing and we’re looking for an experienced Senior Roadway Engineer / Project Manager to help shape the future of transportation across Virginia. Based in our Richmond office, this role offers the chance to take on meaningful projects, work with a collaborative and driven team, and make a visible impact on infrastructure that serves communities every day.
You’ll join a close‑knit, team‑oriented roadway practice that’s experiencing sustained growth thanks to a strong backlog of work with VDOT, transit agencies, and local municipalities. What You’ll Do
- Lead and manage roadway design projects, including complex assignments such as bus rapid transit systems
- Serve as Project Manager or Roadway Task Lead, guiding projects from concept through delivery
- Act as Engineer of Record, signing and sealing roadway design plans and design exceptions
- Collaborate closely with multidisciplinary teams (traffic, drainage, structures, utilities, ROW, environmental) to deliver coordinated solutions
- Provide quality control and ensure designs meet VDOT and AASHTO standards
- Partner with senior leadership on budgets, schedules, proposals, and project delivery plans
- Actively engage with clients by running meetings, maintaining trusted relationships, and identifying opportunities for future work
- Mentor and develop junior staff, helping shape the next generation of roadway engineers
- Support business development through technical proposals and client pursuits
- Promote a strong culture of safety, quality, and accountability across project teams
BASIC QUALIFICATIONS
- Bachelor’s degree in Civil Engineering (Master’s preferred, not required)
- Virginia PE license (required)
- 10+ years of progressive roadway and highway design experience, including VDOT projects
- Proven experience delivering highways, local roads, interchanges, and related infrastructure
- Familiarity with VDOT and AASHTO design standards
- Hands‑on experience with MicroStation and OpenRoads Designer
- Strong project management skills with the ability to balance scope, schedule, and budget
- Excellent communication skills and a collaborative leadership style
- Local experience in the Richmond area is a plus

$124,726.29 - $142,544.33
