ABOUT THE JOB
The HR Manager is responsible for overseeing employee recruitment, training and development, performance appraisal, and reward management such as managing pay and benefit systems. The HR Manager is also tasked with organizational change and balancing of organizational practices with requirements arising from collective bargaining and governmental laws. The HR manager is required to administer agency policies and procedures without regard to race, color, national origin, ancestry, religion, sex, sexual orientation, gender identity, age, disability, or veteran status in accordance with state or federal law.
ROLE AND RESPONSIBILITIES
Provides leadership, oversight, direction, and management of an HR operation including policy and program development, administration, and maintenance of all human resource functions for all employees.
- The HR Operations Manager is solely responsible for the administration and oversight of the Recruitment, Payroll, and Benefits processes and duties.
- The HR Operations Manager will supervise 5 FTE.
- Responsibilities include planning, evaluation, employee management, and supervision of personnel policies, disciplinary actions, collective bargaining, employee relations, compensation and classification, training, data collection, performance measures, quality improvement initiatives, and strategic planning.
- Manages the budget and administrative operations of the HR Division to include budgeting, planning, procurement, and management of staff.
- Provides professional and strategic direction and consultative services to multiple divisions and field offices statewide to identify, manage, monitor, and resolve human resources issues for each division and program.
- Identifies policy issues, training needs, and department wide HR trends, develops options, makes recommendations to senior management, develops and implements goals for strategic direction within areas of responsibility and leads major HR projects and initiatives.
- Oversees the management of HR operations for department wide training.
- Develops and implements proposals for department wide trainings to meet the needs of all staff effectively and efficiently.
- Monitors and ensures compliance with federal and state laws, regulations, policies, and procedures at the direction of SPO.
- Oversees the planning, development, delivery, evaluation, and effectiveness of all staff HR training.
- Conducts research and obtains knowledge and understanding of best practices, current and emerging trends with personnel management.
- Advises senior leadership and HR staff on trends and develop plans for the design and implementation of department wide changes to enhance HR effectiveness and strengthen the workforce.
CUSTOMERS
Taxation and Revenue Department employees and Taxpayers of New Mexico.
MINIMUM QUALIFICATIONS
Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
EMPLOYMENT REQUIREMENTS
Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification within six (6) months of date of hire as a condition of continued employment. Must be current with all tax reporting/payment. Employment is subject to post offer pre-employment criminal background check to include fingerprint checks and is conditional pending results.
WORKING CONDITIONS
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
