Position Overview

Seeking a highly experienced Land Mobile Radio (LMR) Engineer - Principal to provide senior engineering expertise supporting Army LMR modernization initiatives. Responsibilities include engineering support for Project 25 (P25) systems, Inter-RF Subsystem Interface (ISSI), Radio over Internet Protocol (RoIP), interoperability planning, location services, enterprise radio architecture, testing, implementation oversight, and systems integration supporting Army-wide LMR modernization.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR).

This is a remote position with occasional on-site requirements as directed by the Government.

Key Responsibilities

• Provide senior engineering expertise supporting Army LMR modernization initiatives
• Provide engineering support for P25 systems, ISSI, RoIP, interoperability planning, location services, and enterprise radio architecture
• Oversee testing and validation of upgraded LMR systems to ensure full compliance with P25 standards
• Verify all components (ISSI, RoIP, Location Tracking) are fully interoperable with Army communications networks
• Review and provide detailed technical documentation and performance verification reports
• Support the transition of existing LMR systems to APCO P25 Phase 2 standard
• Integrate, test, and validate critical system interfaces including ISSI, RoIP Gateways, and Location Tracking System
• Define and implement a reliable, repeatable Quality Assurance (QA) process for reviewing third-party integrator deliverables

Required Qualifications

Education: Bachelor's Degree in Engineering, Telecommunications, Computer Science, Information Technology, or a related technical discipline

Certifications:

• APCO certifications
• Motorola ASTRO 25 experience
• L3Harris Voice, Interoperability, Data and Access (VIDA) experience
• P25
• Inter-RF Subsystem Interface (ISSI)
• Radio over Internet Protocol (RoIP)
• Radio Frequency engineering

Experience:

• Minimum of twelve (12) years of progressively responsible experience supporting enterprise Land Mobile Radio systems, P25 communications, radio engineering, or Department of Defense communications infrastructure

Citizenship: U.S. Citizenship required

Security: SECRET: Active or ability to obtain

Language: Fluent in written and verbal English

Preferred Qualifications

• Experience with Army or DoD LMR modernization programs
• Experience with P25 Phase 2 standards
• Experience with Motorola ASTRO 25 and L3Harris VIDA systems
• Experience with ISSI, RoIP, and Location Tracking System integration

• Must pass background checks and suitability determinations

• Must maintain APCO, Motorola ASTRO 25, L3Harris VIDA, P25, ISSI, RoIP, and RF engineering certification currency

Schedule & Work Conditions

Hours: Up to 40 hours per week, Monday-Friday, normal business hours (0800-1700), excluding Federal holidays

Overtime: Only permitted at the Government's discretion

Telework: Remote; occasional on-site support may be required as directed by the Government

Travel: Not authorized

Place of Performance: Remote (primary); Fort Belvoir, VA (if on-site support is requested)
