Position Overview

Full Circle Computing, LLC is seeking an experienced Microsoft Power Platform Developer to design and build a comprehensive workforce development participant management system using Microsoft Dataverse, Power Apps, Power Automate, and Power BI.

The system will support a workforce development program serving job seekers from initial outreach and enrollment through training, case management, employment placement, and post-employment follow-up. Multiple Full Circle staff members—including program managers, case managers, instructors, and data/operations staff—must be able to securely access and update participant information while maintaining a complete history of services and outcomes.

Primary Responsibilities

The developer will design and implement a Microsoft Power Platform solution that includes:

• Build a centralized participant database using Microsoft Dataverse
• Develop a user-friendly Power Apps interface for staff
• Design relational tables for participant information, assessments, eligibility, enrollment, training, case management, supportive services, job search activity, employer engagement, employment placements, credentials, and follow-up
• Develop an Outreach and Referral Tracker for recruitment activities, partner referrals, participant inquiries, and follow-up actions
• Create participant status workflows from Recruitment → Assessment → Eligibility → Enrollment → Training → Job Search → Employment → Retention → Completion
• Create individualized participant records and case-management histories
• Allow instructors to record attendance, training participation, progress, and credential attainment
• Allow case managers to document participant goals, barriers, supportive-service needs, case notes, referrals, job-search activity, interviews, and employment outcomes
• Track employer introductions, job opportunities, interviews, placements, wages, job titles, employers, and employment dates
• Track post-employment retention and follow-up activities
• Configure Power Automate workflows for staff assignments, reminders, missing documentation, participant follow-ups, interviews, employment retention, and other required activities
• Build Power BI dashboards showing enrollment, participant demographics, training activity, credentials, employment placements, wages, retention, supportive services, staff activity, and program performance
• Develop reporting that supports WIOA performance measures, including employment, earnings, credential attainment, measurable skill gains, and participant follow-up
• Create management dashboards identifying participants requiring follow-up or missing required information
• Establish role-based access for Program Managers, Case Managers, Instructors, and Data/Operations staff
• Configure data validation, required fields, audit trails, and appropriate security controls
• Design reports and/or exports that facilitate required data entry and reconciliation with CWDS and other workforce-development reporting requirements
• Create documentation and provide training so Full Circle staff can administer and maintain the system after implementation

Key System Modules

The completed solution should include, at minimum:

Participant Management
Participant demographics, contact information, referral source, eligibility, enrollment, assessments, employment goals, and program status.

Outreach & Recruitment
Outreach events, community partners, participant inquiries, referrals, information sessions, follow-up actions, and conversion to enrollment.

Case Management
Individualized employment plans, case notes, participant communications, barriers, supportive-service needs, referrals, staff assignments, and follow-up.

Training Management
Workshop and training enrollment, attendance, completion, progress, credentials, certifications, and measurable skill gains.

Employer & Job Placement
Employer relationships, job opportunities, employer referrals, interviews, job offers, placements, job titles, wages, and employment start dates.

Retention & Follow-Up
Automated post-placement follow-up schedules and tracking of employment retention and outcomes.

Reporting & Analytics
Power BI dashboards for program management, staff performance, participant outcomes, recruitment, enrollment, training, job placement, retention, and required workforce-development performance metrics.

Required Qualifications

• Demonstrated experience developing solutions using Microsoft Power Apps and Dataverse
• Strong experience with Power Automate
• Strong Power BI dashboard and reporting experience
• Experience designing relational databases and data models
• Experience implementing role-based security and permissions
• Ability to translate business processes into intuitive applications and workflows
• Experience creating automated notifications, assignments, reminders, and workflow logic
• Strong understanding of data quality, validation, auditing, and reporting
• Ability to develop clear technical documentation and train nontechnical staff

Preferred Qualifications

Experience developing systems for any of the following is highly desirable:

• Workforce development
• WIOA-funded programs
• Education or vocational training
• Case management
• Human services
• Government-funded programs
• Employment and job-placement programs
• Nonprofit or public-sector organizations

Familiarity with CWDS, workforce-development reporting, WIOA performance measures, or similar government workforce systems is particularly valuable.

Project Deliverables

The selected developer will be expected to deliver a fully functioning production system, including:

• Dataverse database architecture
• Power Apps staff application
• Power Automate workflows
• Power BI management dashboards
• User roles and security configuration
• Automated reminders and follow-up processes
• Reporting/export functionality
• Testing and quality assurance
• Administrator and user documentation
• Staff training
• Production deployment and initial post-launch support

Ideal Candidate

We are looking for someone who can do more than build dashboards. The ideal developer can understand Full Circle's complete workforce-development process and translate it into a practical, secure, and easy-to-use system that staff will use every day to manage participants from initial recruitment through employment and retention.

Pay: $40.00 - $100.00 per hour

Expected hours: 16.0 – 40.0 per week
