POSITION SUMMARY
APV is seeking a Product Manager to support our elite client at CMS on a system modernization and integration project.
DUTIES
- Lead product management for system components supporting CMMI model operations, model participant data, legal and financial framework tracking, dashboards, integrations, and shared services.
- Translate CMMI model policy, operational needs, stakeholder feedback, and user research into product roadmaps, backlog priorities, epics, user stories, acceptance criteria, and release plans.
- Work with CMS Product Owners, CMMI model teams, PACs, learning contractors, APM entities, and technical teams to prioritize enhancements that improve usability, data quality, interoperability, and operational efficiency.
- Support product planning for core system components, dashboards, model-lifecycle integrations, Snowflake data shares, enhanced API layers, AI use cases, and reusable model support services.
- Balance production support, defect resolution, modernization, and innovation needs across sprint cycles and release increments.
- Use data, user feedback, product metrics, operational pain points, and model launch priorities to guide delivery decisions and measure business value.
- Coordinate with the Program Manager, HCD Lead, Technical Lead, QA Lead, security team, and interoperability SMEs to ensure product delivery aligns to CMS expectations and user outcomes.
EDUCATION
- Bachelor's degree in information technology, public health, healthcare administration, business, product management, public policy, or a related field.
REQUIRED QUALIFICATIONS
- Direct experience supporting CMS systems, programs, product owners, or business stakeholders is required.
- Seven or more years of product management, product ownership, business analysis, or software delivery experience in healthcare, government, or large-scale enterprise environments.
- Experience delivering software products at scale in a healthcare and/or government environment, including user research, prioritization, backlog management, and coordination with software engineering teams.
- Demonstrated ability to translate complex business, policy, data, and operational needs into implementable software requirements with clear acceptance criteria.
- Experience supporting Agile teams using Jira, Confluence, Mural, GitHub, Microsoft Teams, or similar product and collaboration tools.
- Strong analytical and communication skills with the ability to work across business users, technical teams, security stakeholders, data consumers, and program leadership.
- Must be able to obtain and maintain a High-Risk Public Trust or equivalent federal client access. This role supports sensitive federal programs and involves elevated access to systems and data.
- Position requires the current ability to obtain and maintain required access without interruption in alignment with long-term program needs.
- Must be authorized to work in the United States without employer sponsorship now or in the future.
PREFERRED QUALIFICATIONS
- CMMI model operations, APMs, ACOs, value-based care, QPP, RMADA, model participants, or healthcare payment/delivery model experience is preferred.
- Experience with systems involving MINT, eDFR, CDX, ACO-MS, QPP, PECOS, IDRC, MDM, EFT/MFT, FFS Shared System Maintainers, PACs, APM entities, or comparable enterprise healthcare data exchanges.
- Experience with dashboards, analytics, data quality, Snowflake/data shares, APIs, user identity/access workflows, and customer support improvement.
- CSPO, SAFe POPM, Pragmatic, AIPMM, CSM, PMI-ACP, or similar product or Agile certification.
