This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.

As a Procurement Analyst at the GS-1102-13 some of your typical work assignments may include:

• Develop acquisition strategies to meet Government requirements; evaluate acquisition methods, contract types, contract terms, funding appropriateness, and unpriced contract actions; and provide technical contract advice and assistance to senior agency officials.
• Prepare clear, concise, and technically accurate memorandum, correspondence, reports, and supporting documentation for contractual actions and recommendations.
• Reviews and interprets procurement requirements and develops local policies and procedures for the effective use of contracting systems and automated acquisition tools.
• Conducts comprehensive studies and analyses of procurement policy and procedural issues; develops clear, timely program guidance, standardized processes, and local operating procedures; and prepares reports and briefings to support approval of recommendations.
• Provide authoritative technical advice and assistance on complex contracting matters with senior agency officials.

• Incumbent is required to submit a Financial Disclosure Statement, OGE-450 upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
• This is an AT and L Workforce Critical Acquisition Position (CAP) in the Contracting Career Field. Candidates must meet Acquisition Corps membership requirements for placement unless a Corps membership waiver is approved.
• The incumbent will be required to become certified at the Professional Level in the Contracting Career Field within 24 months, The incumbent is required to become a member of the Defense Acquisition Corps.
• This is a Testing Designated Position (TDP) under the civilian drug testing program. The incumbent must avoid illegal drug use and submit to urinalysis when required. The selectee must sign statements acknowledging TDP status.
• The incumbent must be able to acquire and retain a Secret Clearance eligibility. Position may include additional program security requirements in order to fully perform the duties and reviews responsibilities of the position.

Qualifications

To qualify for a Procurement Analyst, your resume and supporting documentation must support:

A. Basic Requirements: Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable
specialized experience includes:

• Conduct quality-assurance or compliance reviews of in-process, pre-award, and post-award contracting actions to evaluate contract-file documentation and compliance with the FAR, DFARS, procurement-integrity requirements, and agency procedures.
• Analyze procurement data, reports, internal controls, and performance metrics to identify trends, program weaknesses, compliance deficiencies, or opportunities to improve contracting operations.
• Research, interpret, develop, and disseminate acquisition policies, standard operating procedures, regulatory guidance, or contracting clauses for use by contracting personnel, management officials, or external customers.
• Provide technical acquisition advice and assistance on complex procurement matters, including acquisition planning, market research, Independent Government Cost Estimates, Statements of Work or Performance Work Statements, competition, socioeconomic requirements, or contract administration.
• Develop findings, corrective-action plans, and recommendations to resolve procurement deficiencies or improve contracting processes, and presenting or defending proposed changes to management officials and acquisition stakeholders.
