River City Comprehensive Counseling Services is a DBHDS-licensed behavioral health provider committed to reducing substance use, overdose, and overdose-related deaths throughout the greater Richmond community. Through a Recovery-Oriented System of Care, we provide person-centered substance use disorder treatment, recovery support, and care coordination across multiple ASAM levels of care.

River City is seeking an experienced, highly accountable, and mission-driven ASAM Levels of Care Program Director to provide leadership and oversight across our ASAM 3.1 Residential, ASAM 2.5 Partial Hospitalization (PHP), and ASAM 2.1 Intensive Outpatient (IOP) programs.

This is not simply an administrative position.

The ideal candidate can lead people while also managing the details. They understand ASAM programming, know what quality clinical documentation should look like, recognize compliance concerns before they become problems, and are comfortable holding themselves and their team accountable.

The Leader We Are Looking For

The strongest candidate will be someone who:

• Provide day-to-day leadership and oversight of River City's ASAM 3.1, 2.5, and 2.1 programs.
• Ensure services are delivered consistently with ASAM criteria, DBHDS licensing requirements, DMAS/Medicaid requirements, payer expectations, CARF standards, and River City policies and procedures.
• Ensure appropriate admissions, continued-stay decisions, transitions, discharges, and movement between levels of care.
• Can balance clinical quality, compliance, staff accountability, client experience, and operational performance.
• Promote a culture where accountability, empathy and compassion coexist.
• Can build relationships without sacrificing professional boundaries.
• Monitor program census, attendance, engagement, retention, utilization, and other key performance indicators.
• Ensure staffing schedules and assignments support program needs and regulatory requirements.
• Ensure client concerns, incidents, grievances, safety issues, and unusual events are appropriately addressed, documented, escalated, and followed through to resolution.
• Does not wait for problems to become crises before addressing them.
• Can make decisions, communicate expectations clearly, and follow through.
• Understands that documentation is an essential component of treatment, compliance, and reimbursement.
• Leads by example and is willing to be visible and engaged with both staff and clients.
• Can navigate change without losing focus on the organization's mission.

Qualifications

• Master's degree in Human Services, Counseling, or a closely related behavioral health field.
• Licensed or license-eligible in Virginia as an LCSW or LPC.
• Demonstrated leadership experience in behavioral health and/or substance use disorder treatment.
• Knowledge of the ASAM continuum of care, with experience in ASAM 3.1, 2.5, and/or 2.1 strongly preferred.
• Working knowledge of DBHDS, DMAS/Medicaid, clinical documentation, utilization management, and behavioral health compliance.
• Ability to use electronic health records, data reports, and other technology necessary for effective program management.
• Ability to meet applicable DBHDS background and employment requirements.
