Program Manager Jobs in Baltimore: Frequently Asked Questions
How do I get a program manager job in Baltimore?
Focus on Baltimore's three dominant hiring clusters: federal and defense contractors based in and around the city, major health systems including Johns Hopkins Health System and University of Maryland Medical System, and the growing cybersecurity and IT services sector tied to nearby federal agencies. Candidates who can show PMP certification, experience managing cross-functional teams, and familiarity with government contracting or regulated healthcare environments will stand out in this market.
Which companies hire program managers in Baltimore?
Employers hiring program managers in Baltimore right now include Johns Hopkins University, T12 Technologies, and CareFirst BlueCross BlueShield, based on current listings on Migrate Mate as of July 2026. Baltimore's hiring is led by large health systems, federal defense and IT contractors, and financial services firms with regional operations in the city.
Are there remote program manager jobs in Baltimore?
Yes, though availability depends heavily on the sector. About 85% of program manager openings tied to Baltimore are remote or hybrid as of July 2026, with remote work most common in IT and software-focused roles and less common in healthcare operations and government contracting positions that require on-site presence or security clearances.
How can I get a program manager job in Baltimore with little or no experience?
The most realistic entry path in Baltimore is through project coordinator or program analyst roles at the city's large health systems or federal contractors, both of which regularly hire early-career candidates and promote from within. Building toward a PMP or earning a certificate from a local institution like UMBC or Loyola Maryland signals commitment. Volunteering to lead cross-functional projects at your current employer, even informally, gives you the portfolio language Baltimore hiring managers expect.
