THE POSITION
Are you ready to take on a leadership role that shapes statewide services? As the Mental Health Fiscal and Administrative Support Chief with the Office of Mental Health and Substance Abuse Services, you will guide essential budget and administrative operations that strengthen mental health services. DESCRIPTION OF WORK
This position oversees financial planning, administrative coordination, and staff leadership within the Bureau of Financial Management and Administration. It manages high-level fiscal and administrative responsibilities that support statewide mental health and substance abuse services. As a Mental Health Fiscal and Administrative Support Chief, you will perform the following duties:
- Budget Leadership: Guide annual budget development, allocation processes, and major fiscal planning activities
- Administrative Oversight: Direct administrative operations including human resources, procurement, technology, and general support services
- Policy Direction: Develop and implement financial and administrative policies aligned with statewide standards
- Stakeholder Coordination: Collaborate with internal and external partners on budget issues, reporting needs, and fiscal planning
- Staff Management: Lead professional staff through training, evaluations, scheduling, and daily supervision
- Full-time employment, 37.5 hours per week
- Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
- Telework: You may have the opportunity to work from home (telework) part-time up to 3 days per week. You will be required to report to 303 Walnut Street, Harrisburg, PA, 2 days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time. Additional details may be provided during the interview.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY
- Five years of professional experience in technical budget administration or financial management, including two years in an administrative, consultative or supervisory capacity; and a bachelor's degree; or
- An equivalent combination of experience and training which includes two years in an administrative, consultative or supervisory capacity in technical budgeting administration or financial management.

- Class Restrictions for Promotion Without Examination Only - You must have or have held regular civil service status in one of the following classifications:

- Procurement Specialist 4
- Accountant 4
- Human Resource Analyst 4
- Human Resource Manager 1
- Field Human Resource Officer 3
- Program Analyst 4
- Fiscal Management Specialist 4
- Administrative Officer 4
- Employees who previously held regular civil service status in the job title of the position being filled are also eligible for promotion without examination.
- The promotion without examination requirements are issued in accordance with merit system employment regulations.
- Meritorious service is defined as (a) the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting, and (b) the last regular or probationary performance evaluation showing an overall rating of satisfactory or higher.
- Applicants must have a minimum of one year in the next lower classes by the posting closing date with no break in service.
