- Oversee the technical delivery of pre‑created workspaces equipped with common toolsets for rapid onboarding and provisioning.
- Manage the intake workflow, ensuring new users are correctly mapped to the appropriate personas, workspaces, and access configurations.
- Lead complex cloud platform initiatives for VA Program, coordinating engineering, architecture, security, DevSecOps, and customer teams to deliver scalable and reliable enterprise capabilities within the VA environment.
- Provide technical program leadership across Microsoft Azure, including platform provisioning, Azure infrastructure/services, networking, identity/access, data services, and integration dependencies across Azure Commercial and government cloud environments.
- Drive Agile/SAFe execution, including PI Planning, sprint and dependency management, technical roadmap development, risk/issue management, milestone tracking, and cross-team coordination to ensure platform commitments are delivered on schedule.
- Partners with architects and engineering leads to translate business and customer requirements into actionable technical solutions, identifying dependencies, architectural constraints, security requirements, and infrastructure needs while facilitating technical decision-making.
- Lead platform operational readiness and continuous improvement across DevSecOps, Infrastructure as Code/Terraform, CI/CD, security/ATO compliance, monitoring, capacity, and customer onboarding, while providing clear technical status, risks, metrics, and recommendations to VA Program and VA leadership.
- Lead the creation of workspaces in both PreProd (live data) and Prod environments, ensuring Service Principals, RBAC roles, access controls, and security configurations are correctly implemented.
- Ensure timely setup of Databricks linked services, mount points, VHA Data Lake integrations, and catalog creation ahead of user handoff.
- Manage technical deliverables required for Definition of Done, including white‑glove support integration, SME coordination, and provisioning timelines.
- Track blockers in the intake workflow and collaborate with engineering teams to implement automation or workflow improvements.
- Serve as the primary point of coordination for Databricks SMEs and Summit Customer Enablement teams supporting onboarding, data access, and ongoing assistance.
- Manage timelines to ensure users receive their initial workspace within the targeted 1–2 days whenever possible.
- Facilitate user empowerment activities, helping ensure access to DevTest data, new cloud tools, training resources, and help desk channels.
- Coordinate post‑provisioning “surge” support for customers requiring additional data ingestion or help navigating the Security Impact Analysis (SIA) process.
- Maintain technical documentation, SOPs, diagrams, intake flows, and configuration standards to support repeatable provisioning at scale.
- Communicate technical status, risks, issues, and delivery milestones to leadership and stakeholders in a clear and consistent manner.
- Bachelor’s degree in Information Technology, or a related field. (or commensurate experience)
- 15+ years of experience in project management, engineering, or similar information technology related roles.
- Experience in technical project management, cloud platform coordination, or delivery management for engineering or data teams.
- Strong understanding of cloud architectures, data platforms, or modern analytics environments.
- Strong knowledge regarding Azure Cloud, Microsoft Azure, including Azure Commercial, Azure Government environments, networking, compute, and storage.
- Experience managing technical workflows involving workspace provisioning, identity management, and access configuration.
- Familiarity with Databricks, data lake architectures, or cloud‑based data environments.
- Demonstrated ability to interpret technical requirements and translate them into project plans, workstreams, and execution milestones.
- Proven experience collaborating with engineers, security teams, architects, and data SMEs to deliver technical outcomes.
- Ability to troubleshoot delivery blockers related to technical configuration, access, or pipeline setup.
- Excellent communication skills with the ability to convey technical status to non‑technical stakeholders.
- Strong analytical skills and the ability to manage parallel technical workstreams.
- Certifications: ITIL Certified, Scrum Product Owner Certified, Scum Master Certified (CSM), PMP, PMP-ACP, ITIL Service Level Management
- Experience with IT Project Management, Business Transformation, AWS, Scrum, Kanban.
- Experience with Azure‑based data platforms, Service Principals, RBAC models, or cloud access management.
- Familiarity with data provisioning pipelines, automated workspace creation, or cloud infrastructure automation.
- Experience supporting Databricks integrations, linked services, mount points, or catalog creation.
- Experience in federal, healthcare, or regulated data environments.
- Knowledge of DevTest‑to‑Prod onboarding flows or similar multi‑environment deployment processes.
- Experience with project management tools such as Jira, ServiceNow, and SharePoint.
