JOB SUMMARY PURPOSE:
Under the direction of the Manager of Rates and Regulatory – Rate Research, assists in conducting economic, statistical, cost and rate design studies and reports to ensure recovery of the Company’s authorized revenue requirements.
EDUCATION :
- Bachelor's Degree in Economics, Business Administration, Accounting or Finance
A concentration in public utility rate regulation is preferred
EXPERIENCE :
- 0-3 years or more experience required
MINIMUM KNOWLEDGE, SKILLS & ABILITIES:
Knowledge of the characteristics and operations of regulated electric utilities.
- Knowledge of statistical, research, and analytical methods and techniques.
- Knowledge of customer and billing characteristics of an electric utility.
- Proficient in the use of computers in applied research and data analysis and with common business software applications, particularly spreadsheets.
- Ability to quickly learn and become proficient in electric utility ratemaking applications.
Effective verbal and written communication skills.
Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
Ability to maintain a strong sense of propriety concerning confidential matters.
- Design rates among existing and proposed rate classes.
- Develop or implement models and methodologies for pricing studies on such topics as incentive rates, time of use and off-peak pricing, resulting in defensible and accepted rate making practices.

- Perform research and analysis resulting in applicable rate structures, which comply with regulatory mandates and Company objectives and anticipated effects of implementation.
- Interpret the Company’s tariffs, and instruct others of their need, use, and applicability.
- Setup and maintenance of rate structures, tariffs, and billing logic within the rate design modeling system.
- Translate existing rate models and methodologies into system-based calculations.
- Develop and run scenario analyses to evaluate proposed and anticipated rate changes.
- Work with internal data sources (billing, load, customer data) to ensure accurate inputs and outputs.
- Validate system results against existing models and billing data and resolve discrepancies.
- Prepare, audit, and coordinate monthly, quarterly, and annual reports, schedules, and exhibits.
- Support development of materials for rate cases and regulatory filings.
- Coordinate acquisition and maintenance of financial, load research and cost-of-service data.
- Comply with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
- Perform other related tasks that are not included above but are within the context of the duties defined.
