Brief Job Description:
Risk Management Specialist IV Has oversight of the HHS Workers’ Compensation and Return-to-Work Programs. Performs highly advanced (senior-level) consultative services and technical assistance work regarding HHS Workers’ Compensation and Return-to-Work Programs. Provides guidance to HHS agency management, legal services, human resources and HHS employees regarding the HHS Return-to-Work Program. Supports HHS managers and supervisors by providing direction and consultation on how to fill out accident/incident reports, submit and maintain workers’ compensation and return-to-work documentation. The position produces important statistical and data analysis reports for workers' compensation claims and monitors statutory compliance across the HHS System. The reports are used by the Security and Risk Management Manager to determine the best risk management control measures and techniques to use for managing HHS System risk exposures. The position has functional authority over workers’ compensation reports, communication with the State Office of Risk Management and the Workers’ Compensation and Return-to-Work training programs. The position acts as liaison to the State Office of Risk Management and provides vital workers' compensation and return-to-work trainings to staff at all levels.

Essential Job Functions (EJFs):
Oversees and monitors workers’ compensation claims to ensure accurate and timely reporting. Oversight activities include, checking the Workers Comp mailbox and on line workers' compensation reporting portals for new workers' compensation claims. Additional activities include communicating with employees, employee supervisors, the CAPPS Service Center and the State Office of Risk Management to maintain the effectiveness of the workers' compensation process. The position also researches and adopts industry best practices to ensure programs are effectively administered. Develops and demonstrates intimate knowledge and proficiency using on line workers’ compensation claims tracking portals such as e-Case and Origami (20%)
The Workers’ Compensation and Return-to-Work Specialist has functional authority over establishing goals and objectives and the development, implementation and evaluation of the HHS Workers’ Compensation and Return-to-Work Programs. The position provides guidance to HHS agency management, legal services, human resources and HHS employees regarding HHS workers’ compensation program for the purpose of maintaining the effectiveness of the workers' compensation process. Leads or serves on workers' compensation and return-to-work workgroups. (20%)
Analyzes and evaluates HHS System needs to ensure that the HHS Workers’ Compensation and Return-to-Work Programs are designed to meet HHS operational needs by conducting surveys, inspections, or reviews to determine compliance with laws, policies and procedures.(20%)
Has functional authority as liaison and point-of-contact between injured employees, managers, supervisors, the CAPPS Service Center, treating doctors and the State Office of Risk Management (SORM). Ensures that Bona Fide Offers of Employment are filled out accurately and timely for the Return-to-Work Program. (15%)
The Workers’ Compensation and Return-to-Work Specialist has functional authority over the Workers’ Compensation and Return-to-Work Training Program.(15%)
Has oversight of administrative reports regarding HHS agencies’ return-to-work outcomes and prepares HHS agencies’ workers’ compensation reports to the State Office of Risk Management; prepares HHS workers’ compensation trend analysis reports; monitors and analyzes reports from the self-service accident/injury reporting system. Analyzes data for claims impact. Uses data to identify trends in the frequency and severity of accidents and injuries. Works closely with risk management and safety staff to identify ways to reduce the frequency and severity of workplace accidents and incidents. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of applicable laws, regulations, and policies; including Texas Workers’ Compensation Act, state of Texas leave policies, Americans with Disabilities Act, and Family Medical Leave Act.
Knowledge of workers’ compensation claims filing procedures and deadlines.
Knowledge of automated HHS accident reporting systems.
Knowledge of return-to-work practices and procedures.
Knowledge of statistical analysis processes, techniques, and methodology.
Knowledge of program planning and implementation tools and techniques.
Skill in computer applications, including MicroSoft office suite of applications.
Skill in developing training and other presentation materials to a diverse population.
Ability to gather, assemble, correlate, and analyze facts.
Ability to devise solutions to problems.
Ability to develop policies and procedures, and to prepare reports.

Registrations, Licensure Requirements or Certifications:
License to adjust workers’ compensation claims in Texas preferred. Must complete workers’ compensation adjuster training course and obtain adjuster license within six months of employment.
Initial Screening Criteria:
Graduation from an accredited four-year college or university with major course work in related field. Two or more years of experience managing/coordinating workers' compensation and return-to-work programs. Experience and eduaction may be substitiuted for one another.
