Risk Management Lead Jobs in Arizona

Under general direction and in consultation with the Chief of Finance and Operations, provides leadership, strategic planning, and oversight for the District’s safety, security, emergency preparedness, emergency management and risk management programs. Plans, develops, implements, and evaluates policies, procedures, and services related to workers’ compensation, claims administration, property and liability insurance, loss prevention, emergency communication, and employee and student safety. Serves as the District’s lead for emergency management, oversees assigned personnel, provides guidance to District and school leaders, ensures compliance with applicable requirements, and serves as a member of the District leadership team to promote safe, secure and welcoming schools.

Safety, Security and Emergency Management

• Lead and oversee the District’s comprehensive safety, security, emergency preparedness, and emergency management programs.
• Serve as the District’s lead for emergency management and oversee the development, review, maintenance, and training of District and school Emergency Operations Plans (EOPs), procedures, protocols, and related emergency preparedness requirements.
• Coordinate and monitor emergency drills, exercises, disaster planning, and emergency-response activities; maintain required documentation and oversee follow-up and corrective actions.
• Support Incident Command System (ICS) implementation and training for employees with emergency-management responsibilities.
• Develop and deliver safety, emergency preparedness, emergency response, and security training for employees, administrators, site safety coordinators, and other District personnel.
• Respond to emergency situations and provide leadership and guidance in addressing immediate safety and security concerns.
• Serve as a liaison with law enforcement, fire departments, emergency-response agencies, local government, and other community partners.
• Collaborate with school and District leaders and departments to promote consistent safety, security, emergency preparedness, response, recovery, and mitigation practices.
• Provide expertise and recommendations regarding physical security, personal safety, crime prevention, Crime Prevention Through Environmental Design (CPTED), and District security systems.
• Supervise assigned security-related personnel and coordinate with appropriate departments to ensure security systems and related safety measures are current, functional, and effective.
• Direct periodic inspections, assessments, and audits of District buildings, facilities, grounds, and operations to identify environmental, safety, security, and health concerns; develop and monitor corrective-action plans as needed.
• Review applicable federal, state, and local safety laws, regulations, and requirements, including OSHA requirements, and advise District leadership regarding compliance and operational impacts.
• Develop and recommend safety and security policies, procedures, staffing plans, equipment needs, training requirements, and other risk-reduction strategies.
• Facilitate District and site safety committees, meetings, workshops, and training sessions and promote effective working relationships with employees, students, families, administrators, community members, and external agencies to support safe and welcoming schools.

Risk Management

• Plan, direct, and evaluate the District’s risk-management, insurance, loss-control, workers’ compensation, and claims-management programs.
• Coordinate workers’ compensation claims and related processes with the District’s third-party administrator, Human Resources, Payroll, supervisors, attorneys, medical providers, and other involved parties.
• Administer the District’s property, casualty, liability, and student accident insurance programs and serve as a resource to District administrators and employees regarding coverage, claims, liability, workers’ compensation, and risk exposure.
• Investigate employee, student, and visitor accidents, occupational illnesses, property losses, and other incidents involving District facilities, equipment, or operations.
• Analyze claims, accident reports, loss history, costs, root causes, patterns, and trends to identify opportunities to reduce injuries, claims, liability, and financial exposure.
• Develop and implement corrective actions, loss-control procedures, risk-mitigation strategies, and workplace-safety initiatives based on identified risks and trends.
• Collaborate with administrators, employees, insurance representatives, and other stakeholders to improve accident reporting, claims processing, workplace safety, and loss prevention.
• Collect, evaluate, and maintain accurate records and data related to workers’ compensation, injuries, accidents, insurance claims, property losses, training, and other risk-management activities.
• Prepare reports, budgets, analyses, presentations, procedures, contracts, audit documentation, and recommendations related to safety and risk-management programs.
• Review contracts, policies, regulations, and programs related to insurance, liability, loss control, regulatory compliance, and risk exposure; advise District leadership regarding potential risks and recommended actions.
• Develop short- and long-range risk-management plans, monitor compliance with applicable laws, regulations, and District policies, and evaluate the effectiveness of risk-reduction strategies.
• Facilitate or serve on District risk-management and loss-control committees.

CPR, First Aid and AED Program Management

• Oversee the District’s CPR, first aid, and AED program to ensure compliance with applicable laws, regulations, and District requirements.
• Maintain an accurate inventory of AED locations, equipment, replacement parts, and expiration dates.
• Coordinate routine AED inspections, testing, battery replacement, electrode-pad replacement, and maintenance documentation.
• Ensure required employees maintain current CPR, first aid, and AED certifications and coordinate initial and renewal training.
• Establish procedures for AED use, post-incident reporting, equipment servicing, and replacement of supplies following an emergency.

Leadership and Additional Duties

• Supervise, train, evaluate, and support assigned personnel.
• Serve as a member of the District Leadership Team and Superintendent’s Management Team.
• Provide leadership and support to school and department administrators regarding safety, security, emergency preparedness and risk-management matters.
• Promote a culture of safety, preparedness, accountability, and continuous improvement throughout the District.
• Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Education, Training, and Experience Guidelines

Bachelor’s degree from an accredited college or university in public administration, business administration, occupational safety, emergency management, risk management, criminal justice, education administration, or a closely related field; or an equivalent combination of education and relevant professional experience. Relevant professional experience may be substituted for the education requirement on a year-for-year basis.

Required:
Three to five years of progressively responsible experience in school safety, emergency management, risk management, occupational safety, workers’ compensation, insurance administration, security operations, or a related field.

Preferred:

• At least two years of supervisory or program-management experience.
• Experience working in a public school district, governmental agency, or other public-sector organization.
• Experience coordinating emergency-response plans, Emergency Operations Plans, safety training, regulatory compliance, insurance claims, and workers’ compensation programs, drills and emergency exercises.
• Experience collaborating with law enforcement, fire departments, emergency-response agencies, legal counsel, and insurance providers

Knowledge of:

• School safety, emergency preparedness, crisis response, emergency management, Emergency Operations Plans (EOPs), emergency drills, exercises, and Incident Command System (ICS) principles.
• Federal, state, and local safety laws and regulations, including applicable OSHA requirements and regulatory compliance.
• Risk management, loss prevention, workers’ compensation, claims administration, insurance programs, and related risk-reduction practices.
• Accident investigation, root-cause analysis, safety audits, corrective-action planning, and physical security.
• Staff safety training, policy and procedure development, emergency operations, and safety program evaluation.

Skill in:

• Leading and coordinating school safety, emergency preparedness, and risk-management programs.
• Investigating incidents, analyzing root causes, identifying trends, and developing corrective-action and risk-reduction strategies.
• Managing workers’ compensation claims, insurance programs, and loss-prevention activities.
• Developing policies, procedures, reports, training materials, emergency plans, and compliance documentation.
• Communicating and collaborating effectively with employees, administrators, families, emergency agencies, and community partners.

LICENSE AND CERTIFICATION REQUIREMENTS

A valid State Driver’s License is required.
