Position Summary
Cyber Security Innovations, LLC (CSI) is seeking a Power BI Developer to serve as Key Personnel in support of a federal customer's Technical Support Services task order. This position is responsible for designing, developing, and maintaining the interactive dashboards, reports, and data visualizations that enable customer decision-makers at the Executive, Director, Branch/Section, and operational levels to track procurement workload, spend plans, compliance status, and other mission-critical metrics. The Power BI Developer will work collaboratively with customer stakeholders, data analysts, and technical teams - including support of the customer's Power Platform automation solution and enterprise data warehouse - to transform large, complex procurement data sets into actionable insights that support data-driven decision-making, in accordance with contract-defined delivery and quality metrics.
Essential Duties and Responsibilities
- Design, build, and maintain the customer's enterprise Power BI dashboards and reports across a range of operational, compliance, executive, and customer-facing use cases.
- Work with data sets exceeding 100,000 rows within a single dashboard view to help the customer and its stakeholders understand the buying process, manage portfolios, and manage spend plans for future procurements.
- Create data models and write DAX measures and Power Query (M) transformations to link data from multiple sources internal and external to the customer's environment, including an enterprise data warehouse, SharePoint Online, contract writing systems, and public procurement data sources.
- Support and maintain the customer's enterprise data warehouse, including ETL workflows, ad hoc data queries and views, and metadata/data dictionary maintenance, ensuring high system availability and successful ETL workflow execution consistent with contract service levels.
- Develop, maintain, innovate, and enhance workload tracking visualizations, recommending industry best practices for displaying procurement workload and resource management data.
- Develop and maintain an executive landing page and an agency-wide catalog of available automation, reports, and dashboards to guide transparency and improve customer experience.
- Conduct data analysis to glean insights, build forecasting and predictive models, and provide data storytelling support, presenting findings, anticipated completion dates, and risks/gaps regularly to the Government Lead.
- Develop and maintain a governance plan and measurement framework for dashboards and reporting, and implement a business process for receiving, evaluating, tracking, and maintaining report requests.
- Deliver draft dashboards within contractually specified timeframes, incorporate Government feedback promptly, and finalize per agreed schedules; participate in periodic dashboard reviews with the Government lead.
- Ensure high data accuracy, on-time delivery/updates, and regular data refresh and system availability across all dashboarding and analytics products.
- Prepare monthly progress reports summarizing completed and in-progress dashboards, data analysis conducted, decisions requested from Government, and accomplishments.
Required Qualifications
- Minimum of five (5) years of hands-on Power BI development experience, consistent with Key Personnel requirements.
- Demonstrated proficiency in DAX, Power Query (M language), and relational/enterprise-scale data modeling, including experience working with data sets exceeding 100,000 rows.
- Experience integrating Power BI with relational databases (e.g., Oracle or SQL Server), SharePoint Online, Excel, and other enterprise data sources.
- Mastery-level proficiency with Microsoft Office applications (Word, PowerPoint, Excel - including pivot tables, macros, and advanced formulas) and M365 tools.
- Experience developing forecasting or predictive models and translating complex data into clear visual narratives for executive audiences.
- Strong understanding of data governance, access control, and handling of sensitive/controlled procurement and acquisition data.
- Must be a U.S. Citizen, eligible for a federal background investigation, and able to maintain required suitability determinations for the life of the contract.
Preferred Qualifications
- Prior experience supporting a federal contract involving procurement or acquisition data reporting.
- Familiarity with federal procurement processes, terminology, and public data sources (e.g., FPDS, SAM.gov, USA Spending).
- Experience with ETL/data manipulation tools such as Informatica.
- Microsoft Power BI Data Analyst Associate (PL-300) certification.
- Experience developing 508-compliant SharePoint and Power BI reporting solutions.
Education
Bachelor's degree in Computer Science, Information Systems, Data Analytics, or a related field is preferred; equivalent combination of education, training, and relevant Power BI/data analytics experience will be considered in lieu of a degree.
