About us:
QISG leverages Quanta’s comprehensive resources to deliver collaborative solutions for our partners' energy infrastructure needs. We use in-house talent, expertise and resources to plan, design, engineer, manage, conduct maintenance on and construct projects.
Our turnkey service capabilities provide our customers with efficiency, consistency, attention to detail and safe execution. The QISG team brings together Engineering, Safety, Quality, Material Procurement, QA/QC, Right-of-Way Acquisition, Scheduling, Environmental Planning, Permitting, Title and Land Management expertise that ensure outstanding results for our clients.
ABOUT THIS ROLE:
The Environmental Project Manager (Env. PM) is a project-level execution role within Quanta Infrastructure Services Group (QISG), sitting within the Land & Environment PMO (PMO) and reporting directly to the Manager, Environmental Services. The Env. PM is the face of QISG's environmental program on their assigned projects — carrying direct accountability for project outcomes, client satisfaction, and the day-to-day execution of environmental services activities. This individual serves as the primary interface between field personnel, clients, regulatory agencies, Quanta operating companies (OpUs), and teaming partners at the project level, and is expected to build genuine, trust-based relationships with client counterparts that reflect the quality and reliability QISG is committed to delivering.
Depending on project size and complexity, the Env. PM may manage a single large-scale initiative or a portfolio of smaller projects simultaneously. In either case, the Env. PM maintains active visibility into all project activities, tracks schedule items and budget related to environmental services, and surfaces issues to the Manager quickly — before they become problems for the client or the project. The Env. PM owns the contract relationship with the environmental OpU or teaming partner on each assigned project, directing their work, holding them accountable to scope and schedule, and managing staff augmentation professionals where additional capacity is required. This PM's work spans from pre-construction preparation and construction permit procurement, through active construction compliance, and post-construction reclamation, monitoring, and warranty work.
WHAT YOU'LL DO:
- Project-Level Client & Stakeholder Interface — serve as the face of QISG environmental services on assigned projects, building trust-based client relationships, maintaining proactive communication, and escalating issues to the Manager quickly before they affect the project or the client experience
- Environmental Scope Oversight — own and manage the execution of environmental services on assigned projects, directing OpUs and teaming partners through pre-construction permitting, active construction compliance, and project closeout
- Cross-Discipline Integration — proactively engage with engineering and construction disciplines throughout the project to ensure permit procurement, compliance, and variances are embedded in the project schedule
- OpU & Teaming Partner Management — manage OpUs, teaming partners, environmental consultants, and survey firms performing environmental work on assigned projects, ensuring alignment with QISG standards, agency requirements, and project schedules
- Schedule, Budget & Risk Management — maintain active visibility into project environmental schedules and budgets, track task-level progress, and proactively identify and escalate risks before they impact project timelines or permit compliance
- Quality Assurance & Compliance — ensure all environmental deliverables on assigned projects meet QISG quality standards, client specifications, permit conditions, and applicable regulatory requirements
- Reporting & Documentation — maintain accurate and complete project environmental records, permit trackers, and compliance files, and deliver timely status reports to the Manager and client as required
WHAT YOU'LL BRING:
- Bachelor's degree in Environmental Science, Ecology, Environmental Planning, Natural Resources, or a closely related field
- 4–7 years of progressive experience in environmental project management, with a preference for electric transmission, linear infrastructure, or large-scale energy project experience
- Working knowledge of environmental services processes — including pre-construction permitting and construction compliance
- Working knowledge of federal and state environmental permitting frameworks applicable to transmission and energy infrastructure; familiarity with construction environmental compliance requirements including SWPPP, SPCC plans, biological and cultural monitors, and permit condition implementation during active construction
- Familiarity with natural and cultural resource survey methodologies — including biological, avian, botanical, wetland, and cultural resource fieldwork — and agency-approved survey protocols and seasonal timing requirements
- Ability to work effectively across project disciplines
- Strong organizational and project management skills; ability to manage task-level detail across multiple concurrent projects while meeting schedule, budget, and reporting requirements
- Clear and effective written and verbal communication skills; demonstrated ability to build and maintain client relationships, deliver difficult news early, and escalate with the right information at the right time
- Proficiency in GIS and Microsoft Office Suite
- Self-motivated and accountable, with a bias for action and the ability to drive execution
TRAVEL REQUIREMENTS:
- Travel: Yes
- Percent of Time: 30%–50% (project field travel required to support agency meetings, field reconnaissance, construction compliance oversight, and client coordination)

Verify your CIP code before applying
Check your degree's CIP code against the DHS STEM Designated Degree Program list. Environmental science, civil engineering, and environmental engineering codes all qualify, but environmental policy or management degrees sometimes don't. Confirm your school's DSO has the right code on your I-20 before you accept any offer.
Confirm E-Verify enrollment before accepting offers
Your employer must be enrolled in E-Verify before USCIS can approve your STEM OPT extension. Search the E-Verify employer search tool by company name to confirm enrollment status. Many smaller environmental consulting firms aren't enrolled, so check early in the process, not after you've signed.
Target firms with active NEPA and EPA contract history
Federal contractors working on NEPA environmental reviews or EPA-regulated remediation projects almost always maintain E-Verify enrollment as a federal contracting requirement. Targeting these employers narrows your search to organizations already set up to hire you on STEM OPT without delays.
Build your I-983 training plan around specific project milestones
USCIS expects your Form I-983 to show measurable learning objectives tied to your STEM degree, not generic job duties. Map your training goals to concrete project deliverables, such as completing an environmental impact assessment or managing a remediation site from scoping through closure.
Apply for your extension 90 days before OPT expires
File your STEM OPT extension application at least 90 days before your initial OPT end date so your authorization continues uninterrupted while USCIS processes the request. Late filing ends your work authorization on the original expiration date, even if approval is still pending.
Use Migrate Mate to find E-Verify enrolled employers
Search for Environmental Project Manager roles on Migrate Mate, which filters for employers enrolled in E-Verify and shows DOL Labor Condition Application filing history. This cuts out the manual verification step and surfaces firms that have already hired STEM OPT candidates in comparable roles.
Frequently Asked Questions
Does an Environmental Project Manager role qualify for STEM OPT?
It depends on your degree, not the job title. The role itself doesn't automatically qualify. USCIS requires your degree to appear on the DHS STEM Designated Degree Program list by CIP code. Environmental engineering, civil engineering, and environmental science degrees typically qualify. Environmental policy or sustainability management degrees may not. Confirm your CIP code with your DSO before assuming eligibility.
What does the E-Verify requirement mean for environmental consulting firms?
Your employer must be actively enrolled in E-Verify before your STEM OPT extension is approved. Many boutique environmental consulting firms are not enrolled because E-Verify isn't federally mandated for private employers in most states. Federal contractors are the exception since federal contracting rules require E-Verify enrollment. You can confirm enrollment status through the E-Verify employer search before accepting any offer.
How should I structure my I-983 training plan for an environmental project management role?
Your Form I-983 must connect your STEM degree to specific, measurable training objectives at your employer. For environmental project management, that means tying learning goals to concrete deliverables like conducting site assessments, applying environmental modeling techniques, or managing regulatory compliance workflows. Vague descriptions of job duties don't satisfy USCIS requirements. Your DSO must review and sign the plan before you submit.
What happens to my work authorization if my employer loses E-Verify enrollment during my STEM OPT period?
If your employer loses or terminates E-Verify enrollment after your extension is approved, your authorization is at risk. USCIS requires E-Verify enrollment to be maintained throughout the STEM OPT period, not just at the time of filing. You have 60 days to find a new qualifying employer if your current one no longer meets the requirement. Report any employer changes to your DSO immediately.
Where can I find Environmental Project Manager jobs that are already set up to hire STEM OPT students?
Migrate Mate filters Environmental Project Manager roles by employers enrolled in E-Verify and shows DOL Labor Condition Application filing history by role type. This lets you identify which firms have already navigated the STEM OPT process for similar positions, which shortens your job search and reduces the risk of an offer falling through over E-Verify status.
